Supervisor Thomas Wood opened the meeting with the Pledge of Allegiance

at 7:00 p.m. ��Supervisor Thomas Wood then called for a Moment of Silence.

Recognitions/Presentations/ Bid openings/ Public Hearings:

Many residents of Brown Rd. and Hill Rd. addressed their concerns with the ongoing activities at 101 Brown Rd.Supervisor Thomas Wood stated that later in the meeting, based upon the preliminary proposed zoning amendment of the Joint Board, with concerns to the issue of commercial activity in the Rural District II area, the Board must authorize the town attorney to draft such legislation.A public hearing must then be held prior to the passage of any legislation.

CONGRATULATING THE 2015 SCHUYLERVILLE CENTRAL SCHOOL VARSITY FOOTBALL TEAM

 

���������� WHEREAS, the Town of Saratoga Town Board wishes to recognize the outstanding accomplishments of residents of the Town of Saratoga; and

 

���������� WHEREAS, the 2015 Schuylerville Central School Varsity Football Team achieved an exceptional record of accomplishment during the 2015 season; and

 

���������� WHEREAS, the Team won the New York State Public High School Athletic Association Class B Section II Championship; and

 

���������� WHEREAS, the Team culminated its successful season by placing second in the New York State Public High School Class B Football Championship on Sunday, November 29, 2015 at the Carrier Dome in Syracuse, New York, with a close 22 � 19 loss to Cazenovia; and

 

���������� WHEREAS, this State Championship game was particularly notable for being the first Schuylerville Varsity Football Team participation in a State Championship game at the Carrier Dome; and

 

���������� WHEREAS, the Team compiled an overall record of 12 wins and 1 loss; and

 

���������� WHEREAS, in addition to its outstanding athletic accomplishments, the Team achieved the impressive Scholar Athlete Team Award; and

 

���������� WHEREAS, the athletic and academic achievements of these young men is a credit to their dedication and long hours of work, to the leadership of their head coach, John Bowen, and to the support of their parents, families and friends; now, therefore, be it

���������� PROCLAIMED, that the Saratoga Town Board hereby recognizes and congratulates the 2015 Schuylerville Central School Varsity Football Team on their successful season, their extraordinary academic achievements, and on their 2015 Section II New York State Public High School Athletic Association Class B Championship; and be it further

Supervisor Thomas Wood stated that he and the Town Board were very pleased that all members of the varsity football team were present, as well as their coaches and many parents in support of these fine young men.

Town Clerk�s report for November 2015: Fees paid to the NYS Dept. of Agriculture and Markets for the Animal Population Control Program $37.00.Fees paid to New York D.E.C. for hunting and fishing licenses $490.41. Fees to the NYS Department of Health for marriage license fees $22.50. Dog license fees to Supervisor Thomas Wood $165.00. Clerk fees to Supervisor Thomas Wood $274.09.Total State and Local revenue $989.00.

 

Zoning Officer�s report for November 2015: 14 Building Permits, 18 Building Inspections, 8 Certificates of Occupancy, 1 Junk Yard Permit, 5 Complaints, 0 Fire inspections, 0 Orders to Remedy, 2 Misc. Appointments, 5 Building Permit Renewal, and 0 Property Maintenance Inspections.A check for $2,288.75 was given to Supervisor Thomas Wood.

 

Dog Control Officer�s report for November 2015: The report was read by Supervisor Thomas Wood: answered 19 complaints, took 1 dog to the shelter, 0 bite cases, 2 dangerous dog trials, issued 10 warnings, 1 summons was issued, and traveled 72 miles.

 

Town Court report for November 2015: The following were closed: 48 Vehicle & Traffic, 3 Criminal/Penal Law, 0 DEC/ENCON, 3 Dog cases, 2 DWI, 0 Town & Village Ordinance, 0 Small Claims/Civil, 3 Eviction, 0 Bench trials, 3 (case transfers) Divestiture Forms sent to County Court, 4 Orders of Protection issued, and $6,435.00 in fees were paid to the NY State Comptroller.

 

Historian�s report: Sean Kelleher submitted the following:

December is a month that the Historian�s office is focused on the early history of the community.Historian, Sean Kelleher, presented a talk on the Dutch in early Saratoga during the Festival of Trees festivals on December 5 at 3 pm at Town Hall.

 

The first National Thanksgiving was held December 18, 1777 to commemorate the American Victory at Saratoga.On Thanksgiving this year, Town Historian Sean Kelleher�s article on the first National Thanksgiving was published on the Military History Now blog.The blog has over 10,000 readers a month.�� Local historians are to �research and write on aspects of the history of one's jurisdiction and may include scholarly monographs and articles,� according to the State Education Department.���

 

The past month we started our Veteran�s History Project and are scheduling video interviews in December and January.We received 8 inquires on this project.The office has documented the Saratoga Quarter Launch with over 300 photos and many videos.These photos and videos will be edited and shared through the You Tube channel we have set up.In the last month we put up 5 videos on You Tube and had over 130 individual viewers.We have made our 100th blog entry.In our third month we had 502 views and 313 visitors on our web blog.

 

Assessor�s report: Victoria L. Hayner submitted the following report:

November was a busy month getting ready for the annual exemption renewal time.All renewals have been addressed and are ready to mail.Senior exemptions and agricultural exemption renewals will be mailed to all property owners who filed last year by December 10th.Renewal forms need to be filed in our office at 12 Spring Street before March 1, 2016.

 

Sales continue to be processed for the town, in addition to the updating of building permit applications and Certificate of Occupancy�s that were issued in November.During the month of November we processed 12 sales of which 5 were valid sales and 7 were invalid sales.Of these sales 11 properties were residential properties and 1 vacant land property.

 

Dorothy is back in the office!The Assessor�s Office is open Tuesdays and Wednesdays in December from 9:00 AM � 1:00 PM or appointments may be scheduled at other times if necessary.We will be open to serve those applying for exemptions and those having questions regarding their inventory 4 days (Monday � Thursday) in January and February.I am in the office on Tuesdays and Wednesdays as usual.

 

Highway Superintendent�s report for November:

v  Addressing potholes and washouts on Russell and Wilbur Rds.

v  Storm repairs on Chelsea Dr., Olde Saratoga Knolls and Trask Ln.

v  Plow routes have been set-up with markers

v  Re-grading completed on Swamp and Dodd Rds.

v  Cleared a blockage of tree limbs and brush from Russell Rd. culvert

v  Worked on loader and chainsaw maintenance

v  Plow frames have been installed

v  Replaced a spreader chain on Truck 2, PTO Solenoid on Truck 9 and the directional switch on Truck 5

v  New KW truck is having the plow equipment and dump box installed

v  The Quaker Spring roof has been completed

v  Four men completed a snow and ice safety seminar.

v  Supplied two men for traffic control and hung lights and wreaths for Schuylerville

v  Worked on two trucks for Victory

Senior Citizens:

Councilman James Jennings reported that the Old Saratoga Seniors met on November 18th with 47 members attending.The entertainment was the Hill Country Cloggers.Trips are being planned for 4/26 to Weston; 3/23/16 to Turning Stone; 7/22 to the Erie Canal; and 9/23 to Lac duSaint Sacrement.The next luncheon was December 2nd.

He also reported that the Quaker Springs Seniors met on 9/14/15 with 20 members in attendance. They had a guest speaker, Mary Shartel who presented a program on writing stories and how to write your family history; they also planned a boat trip on Lake George. On 10/12/15 they had a luncheon with 21 members in attendance and guest speaker Liz Gee talked about the many uses of herbs.The also met on 11/9/2015 and had 22 members in attendance with guest speaker Nick Williams of the Wesley Community talked about the many options for senior citizens.

QSFD: Chief Don Ormsby Jr. reported that they have had 83 calls year to date and they sold Truck 496 to a fire department in North Dakota.

 

Old business:Supervisor Thomas Wood reported that the $10,000.00 Hudson River Valley Greenway Grant Contract has been approved.He also reported the Town continues to look for a new director for the Office of Emergency Management.

 

New business:

On a motion by Councilman Charles Hanehan and seconded by Councilman Michael McLoughlin the following Resolution #15-112 - Approval to enter into a Contract with General Schuyler Emergency Squad - $299,337.00 was adopted by vote: Supervisor Thomas Wood - aye, Councilman Fred Drumm � absent, Councilman Charles Hanehan � aye, Councilman Michael McLoughlin � aye, Councilman James Jennings � aye.Carried 4 � 0.

WHEREAS, the Town Board of the Town of Saratoga is authorized by virtue of Section 122 (B) of the General Municipal Law of the State of New York to provide general ambulance service for the town; and

���������� WHEREAS, the GENERAL SCHUYLER EMERGENCY SQUAD (GSES) has trained and experienced personnel and is certified by the Department of Health of the State of New York as an ambulance service; and

WHEREAS, the GSES is desirous of furnishing emergency medical services to the town under the terms and conditions set forth in the EMS agreement; now, therefore be it,

RESOLVED, by the Town Board of the Town of Saratoga to authorize entering into the EMERGENCY MEDICAL SERVICES (EMS) AGREEMENT with the GENERAL SCHUYLER EMERGENCY SQUAD, for a term of January 1, 2016 through December 31, 2016 and will provide consideration in the amount of $299,337.00.The full agreement is on file in the office of the Town Clerk; and it is further

RESOLVED, that the form of such contract shall be subject to prior review and approval by the town attorney.

 

On a motion by Councilman James Jennings and seconded by Councilman Charles Hanehan the following Resolution #15-113 - Approval to enter into a Contract with the Village of Victory for Fire Protection- $12,407.00 was adopted by vote: Supervisor Thomas Wood - aye, Councilman Fred Drumm � absent, Councilman Charles Hanehan � aye, Councilman Michael McLoughlin � aye, Councilman James Jennings � aye.Carried 4 � 0.

RESOLVED by the Town Board of the Town of Saratoga to authorize entering into the fire protection contract with the Village of Victory, for a term of January 1, 2016 through December 31, 2016 and will provide consideration to the Village of Victory in the amount of $12,407.00.The full agreement is on file in the office of the Town Clerk; and it is further

RESOLVED, that the form of such contract shall be subject to prior review and approval by the town attorney.

RESOLVED, by the Town Board of the Town of Saratoga to authorize entering into the fire protection contract with the Village of Schuylerville, for a term of January 1, 2016 through December 31, 2016 and will provide consideration to the Village of Schuylerville in the amount of $35,313.00.The full agreement is on file in the office of the Town Clerk; and it is further

RESOLVED, that the form of such contract shall be subject to prior review and approval by the town attorney.

 

On a motion by Councilman James Jennings and seconded by Councilman Michael McLoughlinthe following Resolution #15-115 � Approval to enter into Contracts with Senior Citizens - $5,000 was adopted by vote: Supervisor Thomas Wood - aye, Councilman Fred Drumm � absent, Councilman Charles Hanehan � aye, Councilman Michael McLoughlin � aye, Councilman James Jennings � aye.Carried 4 � 0.

WHEREAS, the Town Board has determined that it is in the public interest to offer support and recreational services to the elderly residents of the Town; and

WHEREAS, the Old Saratoga Seniors and Quaker Springs Seniors have offered to provide such services to senior citizens who are residents of the Town; it is now therefore

����������� RESOLVED, that the Supervisor is authorized to sign contracts with Old Saratoga Seniors and Quaker Springs Seniors to provide support and recreational services to senior citizen residents of the town for the 2016 calendar year at a cost of $2,500.00 for each contract; and it is further

����������� RESOLVED, that the form of such contracts shall be subject to prior review and approval by the Town Attorney.

 

On a motion by Councilman Michael McLoughlin and seconded by Councilman James Jennings the following Resolution #15-116 - Approval to enter into Contract for Attorney Services - $30,000 was adopted by vote: Supervisor Thomas Wood - aye, Councilman Fred Drumm � absent, Councilman Charles Hanehan � aye, Councilman Michael McLoughlin �aye, Councilman James Jennings � aye.Carried 4 � 0.

WHEREAS, the Town Board has determined that it is in the town�s interest to have the services of William F. Reynolds as an attorney for the town as needed; therefore be it

����������� RESOLVED, that the Supervisor is authorized to sign a contract with William F. Reynolds for attorney services for 2015 in the amount of $30,000 for general legal services for town business with additional services for non town court litigation at an hourly rate of $150.00 per hour.

 

On a motion by Councilman Charles Hanehan and seconded by Councilman Michael McLoughlin, the following Resolution #15-117 - Authorization to Advertise for Bids for Salt Shed was adopted by vote: Supervisor Thomas Wood - aye, Councilman Fred Drumm � absent Councilman Charles Hanehan � aye, Councilman Michael McLoughlin � aye, Councilman James Jennings � aye.Carried 4 � 0.

����������� RESOLVED, that the Town Board of the Town of Saratoga authorizes the advertisement for bids for the Salt Shed.

 

On a motion by Councilman James Jennings and seconded by Councilman Michael McLoughlin�� the following Resolution #15-118 - Authorization to Enter Into a Highway Shared Services Agreement with the Village of Victory

����������� WHEREAS, the Town Board of the Town of Saratoga has determined that it is in the public interest to enter into a highway shared services agreement with the Village of Victory, and

����������� WHEREAS, the Town of Saratoga and Village of Victory have negotiated and finalized a proposed agreement, it is now therefore

����������� RESOLVED, that the Town Board of the Town of Saratoga authorizes Supervisor Thomas Wood to enter into aforementioned agreement; and be it further

����������� RESOLVED, that the form of such agreement shall be subject to final review and approval by the Town Attorney.

 

On a motion by Councilman Michael McLoughlin and seconded by Councilman James Jennings the following Resolution #15-119 - Authorization for a Tax Bill Insert was adopted by vote: Supervisor Thomas Wood - aye, Councilman Fred Drumm � absent Councilman Charles Hanehan � aye, Councilman Michael McLoughlin � aye, Councilman James Jennings � aye.Carried 4 � 0.

����������� RESOLVED, that the Town of Saratoga Tax Collector is authorized to insert an informational flyer in the 2016 Town/County tax bill mailings to inform property owners that their Town/County taxes can now be paid at the Glens Falls National Bank, 73 Broad St., Schuylerville, NY for their added convenience; bills may continue to be paid in person or by mail to the Town's tax collector.The form and content of such insert shall be approved by the Town Supervisor.

����������� WHEREAS, the Town Board has received a formal request from Teamsters Local Union 294 to be recognized as the exclusive collective bargaining representative for employees of the Highway Department of the Town of Saratoga, following a vote of said employees, and

����������� WHEREAS, the Town Board is satisfied that Local Union 294 has been lawfully selected by the Highway Department employees as their representative, it is now, therefore,

��������������� RESOLVED, that Teamsters Local Union 294 is hereby recognized as the exclusive collective bargaining representative for the Town of Saratoga Highway Department employees.
