Supervisor Thomas Wood opened the meeting with the Pledge of Allegiance

at 7:00 p.m.

 

Roll call: Town Clerk Linda McCabe, called the roll.Supervisor Thomas Wood- present, Councilman Charles Hanehan - present, Councilman Michael McLoughlin � present, Councilman James Jennings � absent, Councilman Gary Squires � present.

 

Also present: Zoning Officer/Building Inspector Gil Albert, Highway Superintendent Don Ormsby Jr., Deputy Clerk Michelle Conover, Town Attorney William Reynolds and Thomas Drew.

 

Recognitions/Presentations/ Bid openings/ Public Hearings:

Supervisor Thomas Wood stated that one of the Town�s residents, Edythe DeGrechie Burch, has turned 100 years old on March 31st and in honor of this momentous birthday, the Town Board presented her daughter, Gail Burch Blake, with the following resolution in recognition of her Mother:

On a motion made by Supervisor Thomas Wood and seconded by Councilman ���������������Michael McLoughlin, the following Resolution #16- 62 � Recognition of the 100th Birthday of Edythe DeGrechie Burch,March 31, 2016, was adopted by vote: Supervisor Thomas Wood - aye, Councilman Michael McLoughlin � aye, Councilman Charles Hanehan � aye, Councilman James Jennings � absent, Councilman Gary Squires � aye.Carried 4� 0.

WHEREAS, the Town of Saratoga wishes to recognize and honor Edythe DeGrechie Burch on her 100th birthday, and

WHEREAS, Edythe DeGrechie Burch was born March 31, 1916, in Alburg, VT while her family was visiting and assisting relatives and

WHEREAS, Edythe DeGrechie Burch was one of four DeGrechie children, whose siblings names were Anthony DeGrechie, Mary DeGrechie Carr, and RitaDeGrechie Mosher and

WHEREAS, Edythe DeGrechie Burch lived at 67 Pearl Street and 67 Church Street in the Village of Schuylerville her entire life, and

WHEREAS, Edythe Degrechie Burch was married to Lester Burch in June of 1939 and has two children Gail Burch Blake and Mona Burch Hall and

WHEREAS, Edythe DeGrechie Burch graduated from Schuylerville High School in June of 1934 and

WHEREAS, Edythe DeGrechie Burch worked her entire life beginning at an early age as an elementary school student doing work such as running errands for neighbors, raking leaves, babysitting, cleaning houses, ironing clothes, and working at the local movie theater, and

WHEREAS, as a married adult she worked at the Schuylerville Glove Shop, was a correspondent for the Post Star, spotted for planes for the U.S. Air Force for which she earned her wings and received a citation from New York Governor Harriman, was the first employee to work at the Schuyler Farms Dairy Bar, working there for nine years and worked for General Foods in Saratoga Springs for sixteen years, and

WHEREAS, Edythe DeGrechie Burch was and is active in many local organizations including Junior and Senior C.D.A., Home Bureau, Old Saratoga Historical Society, American Legion Auxillary, Notre Dame Visitation Rosary Society, Charter member of the Schuyler Hose Auxillary, member of the Quaker Springs and Old Saratoga Senior Citizens, and local pinocohle and canasta card clubs and

WHEREAS, Edythe DeGrechie Burch enjoys many hobbies including gardening, needlework, doing puzzles, reading, and watching and feeding birds and

WHEREAS, Edythe DeGrechie Burch enjoys making and giving gifts for family, friends, and neighbors

WHEREAS, Edythe DeGrechie Burch demonstrates in her daily life the qualities and attributes which are highly desired and valued by our society and

WHEREAS, Edythe DeGrechie Burch is active in her Church and is a caring and giving individual, and

WHEREAS, it is fitting that the longevity and quality of the life of Edythe DeGrechie Burch be honored, recognized and remembered by the Town of Saratoga, now, therefore be it,

RESOLVED, that the day of April 11, 2016, is hereby dedicated to the life of Edythe DeGrechie Burch in grateful recognition by the Town Board of The Town of Saratoga on behalf of all the residents of the town.

 

Public Hearing on the Mass Gathering Permits for Saratoga Rowing Association�s Regattas scheduled for April 22nd - 24h, April 30th � May 1st, and May 14th & 15th.Supervisor Thomas Wood reviewed the measures taken to ensure the public�s safety at the Saratoga Rowing Association�s Regattas. Proof of notice in the Saratogian on April 1sthaving been provided, Supervisor Thomas Wood opened the Public Hearing on the Mass Gathering Permits for April 22nd - 24h, April 30th � May 1st and May 14th & 15th at 7:09 p.m, asking those wishing to speak to please state their name and address for the record; no one spoke.

A motion was made by Supervisor Thomas Wood and seconded by Councilman Michael McLoughlin to close the public hearing at 7:10 p.m.Supervisor Thomas Wood - aye, Councilman Michael McLoughlin � aye, Councilman Charles Hanehan � aye, Councilman James Jennings � absent, Councilman Gary Squires - aye.

Approval of Minutes: A motion was made by Councilman Michael McLoughlin and seconded by Councilman Charles Hanehan to accept the minutes of the March 14, 2016 regular meeting as written. ��Supervisor Thomas Wood - aye, Councilman Charles Hanehan � aye, Councilman Michael McLoughlin � aye, Councilman James Jennings � absent, Councilman Gary Squires � aye.

Town Clerk�s report for March 2016: Fees paid to the NYS Dept. of Agriculture and Markets for the Animal Population Control Program $92.00. Fees paid to New York D.E.C. for hunting and fishing licenses $122.82.�� Fees paid to the New York State Health Department for Marriage licenses $0. Dog license fees to Supervisor Thomas Wood $390.00. Clerk fees to Supervisor Thomas Wood $27.18.Total State and Local Revenues received were $632.00.

The Town Clerk reminded everyone that the Presidential Primary will take place on April 19, 2016 and polls will be open from 12:00 noon - 9:00 p.m.

 

Zoning Officer�s report for March 2016: Gil Albert reported: 7 Building Permits, 10 Building Inspections, 3 Certificates of Occupancy, 0 Junk Yard Permits, 0 Orders to Remedy, 0 Fire inspections, 0 Complaints, 2 Building Permit Renewals, 0 Property Maintenance Inspections, and 5 miscellaneous appointments.A check for $2,040.00 was given to Supervisor Thomas Wood.

 

Dog Control officer�s report for March 2016: The report was read by Supervisor Thomas Wood: answered 22 complaints, took 2 dogs to the shelter, 1 bite case, traveled 175 miles, issued 11 warnings and 6 summons were issued.

 

Town Court report for March 2016: The following were closed: 59 Vehicle & Traffic, 6 Criminal/Penal Law, 1 DEC/ENCON, 1 Dog case, 1 DWI, 1 Town & Village Ordinance, 1 Small Claims/Civil, 1 Eviction, 0 Bench trials, 1 (case transfer) Divestiture Forms sent to County Court, 1 Defendant/s sentenced to probation, 0 hours of community service issued, 0 days of jail time issued, 0 Orders of Protection issued, and $84060.00 in fees were paid to the NY State Comptroller.

 

Tax Collector�s report: Supervisor Thomas Wood read Tax Collector Marge Kirkpatrick�s report.As of April 8th , she has collected $3,075,069.96 (including penalties and notice fees) on 2814 parcels, which is 85% paid.

 

Supervisor Thomas Wood stated that Marge did an outstanding job, she went out of her way helping our residents and she put in many hours.

 

Historian�s report: The Historian stated he�s had 14 posts on the website with 116 visitors.There was a new exhibit on Baseball with a focus on John Mulligan.He has been working with the Mulligan family and found a number of national and local resources on this amazing individual.John Milligan was one of the finest athletes in the history of Saratoga County.He was the only man from this community to gain pitching berths with both major leagues, having pitched for the Philadelphia Phillies of the National League shortly after graduating from Cornell University in 1928, as well as pitching for the Washington Senators, of the American League, in 1934.John Milligan played professionally with Newark, Baltimore, Buffalo, Albany and Toronto in the International League; Syracuse of the New York-Penn League; Nashville of the Southern Association; Daytonof the Central League; as well as Wilkes-Barre and Scranton and finished his baseball career with Albany in 1934.After retiring from the diamond, John Milligan took over the Broadway Theater in the village.John Milligan was the chairman of the Town of Saratoga Salvage Drive in 1942.He was a pilot and became a contract flight instructor training British Royal Air Force pilots in Florida during the end of World War II.This research will be used for a number of posters, blog posting and a manuscript to be published on the Town�s website.

April 21, 2016: Old Saratoga Historical Association � Town of Saratoga Town Hall - 7:30 p.m. and the topic will be Remembrance of the Irish Americans

Assessor�s report for March 2016: The Assessor wrote the following:

The early part of the March was spent completing exemptions and entering them on the 2016 assessment roll.The Assessor and her Clerk also did some field reviews, checked on various properties, updated pictures and looked at active and completed building permit properties.

 

The first two weeks in April will be spent preparing the 2016 Tentative Roll for submittal to the County for reproduction.She anticipates receiving the 2016 roll by May 1st at which time it will be available for public inspection.

The Assessor will be on vacation from April 25 � April 29.The Assessor�s Office will be open and staffed by the Assessor�s Clerk, Dorothy Lavazzo, during her absence.��� The office will be open Tuesdays and Wednesdays from 9:00 AM � 1:00 PM.

Landfill: Supervisor Thomas Wood stated that Town Engineer Ken Martin is reviewing documents and meeting with NYSDEC to review their documents in the hope of being able to forego future testing of the landfill.

Insurance: No report.

Youth: Councilman Michael McLoughlin reported that the upcoming Swimming Program will be held at Christ the King Spiritual Life Center, Town of Easton, again this year.The program will run from July 4, 2016 through August 5, 2016.��

 

Senior Citizens:Supervisor Thomas Wood read the following reports:

The Old Saratoga Seniors met on April 6th with guest speaker Dick Snyder of the Dick Snyder Insurance Co.A tea cup auction luncheon is scheduled for April 20th. The following trips are planned:

September 23rd -Lake George Steamboat

Parks/Schuyler Park Committee: Gary Squires stated April 11th is opening day of the park this year.He met with Laurie Griffen, Schuylerville Central School Athletic Director and with Anvil Fence Co. concerning the new fields and the high school is looking forward to using the Park again.

On a motion made by Councilman Michael McLoughlin and seconded by Councilman Gary Squires, the following Resolution #16- 67 - Authorizing the sale of a Stainless Steel Kitchen Sink was adopted by vote: Supervisor Thomas Wood - aye, Councilman Michael McLoughlin � aye, Councilman Charles Hanehan � aye, Councilman James Jennings � absent, Councilman Gary Squires � aye.

WHEREAS, the Town of Saratoga has purchased a new, deep bowl kitchen sink for the 1st floor kitchen in the Town Hall, replacing the stainless steel sink, the Town has no need of the removed stainless steel kitchen sink and declares it surplus property,therefore, be it

����������� RESOLVED, that the Town Board of the Town of Saratoga authorizes the sale of the stainless steel kitchen sink for the amount of $50.00.

 

On a motion made by Councilman Charles Hanehan and seconded by Councilman Gary Squires, the following Resolution #16- 68 -Authorizing the purchase of a 2003 Ford F250 Pickup Truck in the amount of $5900 by Highway Superintendent Don Ormsby, was adopted by vote: Supervisor Thomas Wood - aye, Councilman Michael McLoughlin � aye, Councilman Charles Hanehan � aye, Councilman James Jennings � absent, Councilman Gary Squires � aye.Carried4 � 0.

WHEREAS, Highway Superintendent Don Ormsby Jr. has requested to purchase a 2003 Ford F250 pickup truck with 50,000 miles and plow from the Schuylerville Victory Water Board for the amount of $5900.00, therefore, be it

����������� RESOLVED, that the Town Board authorizes Highway Superintendent Don Ormsby Jr. to purchase the 2003 Ford F250 pickup truck in the amount of $5900.00.

 

On a motion made by Councilman Michael McLoughlin and seconded by Councilman Charles Hanehan, the following Resolution #16- 69 - Authorizing the Fund Transfer of$86,597.00 from Interfund Transfer B9950.9 to Highway Machinery DB5130.2 for the purchase of the pre-approved 2015 Zwack Plow & Dump Box Package, was adopted by vote: Supervisor Thomas Wood - aye, Councilman Michael McLoughlin � aye, Councilman Charles Hanehan � aye, Councilman James Jennings � absent, Councilman Gary Squires � aye.Carried4 � 0.

����������� RESOLVED, by the Town Board of the Town of Saratoga, to transfer $86,597.00 from Interfund Transfer B9950.9, to Highway Machinery Account DB5132.2 for the pre-approved purchase of the 2015 Zwack Plow & Dump Box package.

 

On a motion made by Councilman Charles Hanehan and seconded by Councilman Michael McLoughlin, the following Resolution #16- 70 - Authorizing the sale of the 2005 Sterling Truck in the amount of 45,000.00 to the Town of Easton, was adopted by vote: Supervisor Thomas Wood - aye, Councilman Michael McLoughlin � aye, Councilman Charles Hanehan � aye, Councilman James Jennings � absent, Councilman Gary Squires � aye.

WHEREAS, the Highway Superintendent Don Ormsby Jr. has requested to sell a 2005 Sterling LT9500 chassis, 14� dump with plow wing and sand spreader, Eaton Fuller 10 speed transmission, C13 410 hp CAT engine with 80,500 miles; now therefore be it
