Supervisor Thomas Wood opened the meeting at 7:00 p.m. with the Pledge of Allegiance.

Recognitions/Presentations/ Bid openings/ Public Hearings:
Supervisor
Thomas Wood introduced the following representatives of the Historic Hudson
Hoosic Partnership Gateway Visitor Center project, Drew Alberti of Lakes to
Locks, Joe Finan, Partnership President Tom Richardson, and Michelle DeGarmo,
who were present to give an update on the Gateway Visitor Center.
Partnership
President Tom Richardson gave an overview of the life of the Gateway Visitor
Center project, stating that hundreds of thousands of dollars have been spent
to date and the project is now at a standstill, awaiting the promised
$475,000.00 from New York State. He said
the Partnership thought they would have received a partial payment of at least
$225,000.00 by now, but since they havent, they will be meeting to decide on
how to winterize the building. They may
have to board it up temporarily, or if they do receive $225,000.00 from New
York State, theyll purchase windows, doors and siding and get those in place prior
to winter. He then stated that Drew
Alberti of Lakes to Locks, has written and submitted $875,000.00 in grants, a
total of three grants, in order to finish the building. The building will be completed once they
receive the money from New York State and he asks for the residents patience. He then asked if there were any questions.
A
question was raised if they had looked into bridge loans.
Partnership
President Tom Richardson replied that Saratoga County had extended a loan of
half a million dollars.
Marion
DeHeer questioned what are the organizations that will be located in the
Gateway Visitor Center.
Partnership
President Tom Richardson responded that the partnership is made up of 30
municipalities and 17 non-profit organizations.
Each will have a role to play. He
then stated if anyone has any questions, they can reach him at #518-664-8776.
Supervisor
Thomas Wood acknowledged all the representatives for their hard work on this
Project;
as well as Senator Kathy Marcione and Assemblywoman Carrie Woerner for their
current support. He stated had it not
been for Steven Englebright and Roy McDonald this never would have
happened. Supervisor Thomas Wood added this
center will serve up and down our region, not only the Town of Saratoga and the
Village of Schuylerville. He concluded saying
anything worthwhile is worth waiting for.

Maintenance
Actions: They will secure recycling containers or move them into storage areas
so that winter winds don't relocate them.

Friends of
Schuyler Park: They are looking for ideas for items that will benefit the Park,
planning for one or two fund raisers early in 2018, may consider designing and
procuring a large plaque that can trace the timeline of the park development as
well as highlight the generous donors that have supported park initiatives.
v
Potential New
Parcel Procurement: Discussed pros and cons of procuring additional real estate
between the Park and Rt. 29; some reservations regarding using as an
alternative or additional point of entry or exit due to the elevation - suggest
a traffic study. They appreciate the
potential opportunity of obtaining parcel but questioned the cost of the
opportunity.

Future Plans:
West end pavilion concrete forms in place.
They will consider a slightly higher rental fee for non-Town residents
using the new west end pavilion since it will have electricity available for
events.

The Schuyler Park
Committee's next meeting will be held on January 30, 2018.
Office of Emergency Management: no report
Wilton
Emergency Services & General Schuyler Territory(WEMS), QSFD Reports:
J. R. Hanna provided the
following report: Wilton EMS had 241 calls, 47 of which were in
Schuylerville. They provided Event Medicine
at the Head of the Fish Regatta and treated 30+ patients and transported
one. The DOH transfer of Operating
Authority is now complete; next step is filing with the Attorney General's
office. The Wilton EMS Board of
Directors has added two additional Board of Director seats, to ensure
representation from the territory covered by General Schuyler.
Don Ormsby, Quaker Springs Fire Department, reported
they had 82 calls to date this year.

November 9, 2017 at 7:00 p.m., duly held a public hearing on the preliminary
budget approved by this Board and filed with the Town Clerk for the fiscal year
commencing January 1, 2018, and having heard all persons desiring to be heard
in the matter, and the matter of the budget for this Town for such fiscal year
having been fully discussed and considered, it is
RESOLVED, that said preliminary budget
approved and filed as aforesaid, is hereby adopted and established as the
annual budget for this Town, for the fiscal year beginning January 1, 2018, and
that such annual budget as so adopted is detailed in the minutes of the
proceedings of this Town Board, and be it further
RESOLVED, that the Town Clerk of this
Town shall prepare and certify as provided by law, duplicate copies of said
annual budget hereby adopted, and deliver one of such copies to the Supervisor
of the Town, and that he shall present such copy to the Board of Legislators of
the County as required by law.

Regulations for Junkyards by adopting Local Law #7 of 2017, for the purpose of
adding definitions and implementing hours of operations for junkyards in the
Town of Saratoga; and
WHEREAS, a public hearing was held and input received
from the townspeople; now therefore, be it,
RESOLVED, by the Town Board of the Town of Saratoga, to
adopt Local Law #7 of 2017, amending the Town of Saratoga Town Code relating to
junkyards effective immediately.

Chapter
272 of the Town Code of the Town of Saratoga is amended as follows:
Section 1 Section 272-2
Definitions. Add the following:
RETAIL
SALES Retail Sales shall refer to over the counter sales of used parts to
the general public.
OTHER
BUSINESS ACIVITY Other Business Activity shall refer to activity normally
associated with the operation of an automobile junkyard, including, but not
limited to: Receiving, sending out, moving, dismantling or crushing junk cars
or parts thereof.
Section 2 Renumber Section 272-8 to be
272-9 and add a new Section 272-8 as follows:

Hours of Operation
Hours
of operation of Junkyards in the Town of Saratoga shall be limited to the
following:

Sales Monday Friday, 8:00 am to 5:00

WHEREAS, the
Town Board of the Town of Saratoga offers a partial tax exemption for
residential real property owned by certain persons who rendered Military
Service to the United States during the Cold War Period September 2, 1945
December 26, 1991; and
WHEREAS, the
Town Board of the Town of Saratoga has now been informed by the County of
Saratoga that the initial 10 year term limit for the exemption has expired and
the term limit needs to be repealed for an indefinite number of years; now
therefore, be it
RESOLVED, by
the Town Board of the Town of Saratoga, to amend Local Law #2, 2009, to remove
the 10 year limitation on said tax exemption.

Councilman Michael McLoughlin, the following Resolution #17-109 - Authorization to Purchase 2.4 acres on U.S. RT 4

WHEREAS, Welcome Stock Land Holdings LLC, 285 West River Road,
Schuylerville, NY, owns the 2.4 acre parcel, S/B/L 170.-1-14.3, located on US
RT 4 South, Schuylerville, NY; and
WHEREAS, Willard Peck, representative of Welcome Stock Land
Holdings LLC, desires to sell the above described parcel; and
WHEREAS, the above described parcel borders the original
Champlain Canal and Towpath, currently owned by the Town of Saratoga; and
WHEREAS, the Town of Saratoga desires to purchase the above
described parcel for use as a trailhead and connection to the Sword Surrender
March Trail; and
WHEREAS, the selling price for the parcel is $6,000.00; now
therefore, be it
RESOLVED, that the Town of Saratoga enters into a contract to
purchase the above described parcel for $6,000.00 plus closing and recording
costs; and be it further
RESOLVED, that the money for the purchase will come from
Building Reserve Account, subject to a 30 day permissive referendum.

#17-110 - Fund Transfer - $38,332.80 from Highway Equipment Reserve to Highway

Drum Style Brush Bandit Chipper, subject to a 30 day permissive referendum.

the portion of Lohnes Road in the

Transportation (NYSDOT) Local Highway Inventory List, in error, and whereas
this error needs to be corrected; now therefore, be it

that the .12 of a mile of Lohnes
Road, in the Town of Saratoga, be added to the NYSDOT Local Highway Inventory
List.

Councilman Michael McLoughlin, the following Resolution #17-112 - Approving Monthly Lease - Flatley Read LLC., was

WHEREAS, the Tenant leases the 1E office complex, second
floor, north wing, of the Town Hall at 12 Spring St., Schuylerville, New York,
and
WHEREAS, it is the mutual desire of
both the Landlord and the Tenant that the Tenant also lease the 2E office on a
monthly basis; now, therefore be it
RESOLVED, that the Town of Saratoga
Town Supervisor is authorized to enter into a monthly lease agreement with
Flatley Read, LLC. for the rental of the 2E office, commencing on November 1,
2017, at a sum of $225.00 per month, and additionally, the Tenant will pay 4%
of the monthly gas and electric bill for the second floor, north wing.

WHEREAS,
there is a vacancy on the Board of Assessment Review; now, therefore be it

that the Town Board of the Town of Saratoga hereby
appoints Chris Miller for a 5-year term from 10/1/2017 09/30/2022.

WHEREAS, the Town has been made aware of violations of the
Town of Saratoga Zoning Code by Joshua Boldt at 101 Brown Road; and
WHEREAS, the Zoning Officer has been
unable to resolve the issue with Mr. Boldt; now therefore, be it

by the Town Board of the Town of
Saratoga, to authorize legal action against Josh Boldt, by Town Attorney
William Reynolds, to enforce the Town laws.

Supervisor Thomas Wood stated the Board had some personnel issues to
discuss and a possible land purchase. A motion was made by Supervisor Thomas
