SPECIAL MEETING OF THE TOWN BOARD
OF THE TOWN OF
SARATOGA, 12 SPRING ST.,
Monday,
November 19, 2018
11:00 A.M.
Supervisor Thomas Wood opened the meeting with the Pledge of Allegiance
at 11:00 a.m.
Roll call: Linda McCabe, Town Clerk,
called the roll. Supervisor Thomas Wood-
present, Councilman Charles Hanehan- present, Councilman Michael McLoughlin – absent
(arrived at 11:08 a.m.), Councilman James Jennings – present, Councilman Gary
Squires - present.
Also present: John Bonano and Patricia Temple.
Supervisor Thomas Wood stated he has called for the special meeting due to Assessor Michael McGuire resigning from his position with the Town, as he has accepted a position much nearer his home. Supervisor Thomas Wood stated he has talked with the county and was told this is a non-classified position. JoAnn Bosley recommended the Board go through their list of prior candidates for this position and that the Town has met all requirements needed on notification. He said he has spoken with the number two candidate from the last hire and explained the situation. She told him she doesn't want to go through the interview process, but would like the job. He then stated that Assessor Michael McGuire highly recommended Assessor John Bonano and suggested that he meet with him, as he is a highly qualified assessor who mentored him and helped him with the recent SCAR cases. Supervisor Thomas Wood told the Board he met and spoke at length with prospective candidate John Bonano last Thursday and invited him to this meeting, in order for the Board to meet him and ask questions they may have. Supervisor Thomas Wood then introduced John Bonano to the Board and asked him to tell the Board about himself and his experience.
John Bonano handed copies of his resume to the Board. He is very interested in the position and spoke with the Board at length and answered their questions.
Supervisor Thomas Wood thanked John Bonano for appearing before them, excused him from the meeting and stated he will be reaching out to Town of Milton and they had glowing remarks on Assessor John Bonano, adding that John will accept the position at the same salary of Michael McGuire. He told the Board he would email them copies of the number two candidate's resume to compare side by side with John Bonano's resume. He told them he wants a final decision a week from today.
Supervisor Thomas Wood then discussed with the Board overnight parking and issues concerning needing space for Tim's tractor, snowblower, chipper and trailer, which he uses on our trails and Town Hall property. The Chamber of Commerce and the Schuylerville Theater Group rent a bay here and they only pay $50.00 a month, which is
fine if we have the space. Unfortunately we now need the space and their lease expires the end of December. We can take back the bay, as it is needed by the Town or perhaps separate it, though once Tim's equipment is in there, he feels the space would be consumed. The Troopers have a bay and the Pantry has the other bay.
Councilman James Jennings suggested putting in a large Foote shed or see if Tim can build a large 20' shed.
Councilman Charles Hanehan said someone has to go and the Town needs the space now.
Supervisor Thomas Wood then told the Board that Lorraine Thompson wanted to move her office to a bit larger one, Office 5E, and they needed to pass a resolution to do so.
On a motion by Councilman Charles Hanehan, seconded by Councilman Gary Squires, the following Resolution #18-125 - Approving a Lease for Bridging People and Places, Suite 203, Rm. 5E, was adopted by vote. Supervisor Thomas Wood – aye, Councilman Charles Hanehan – aye, Councilman Michael McLoughlin – aye, Councilman James Jennings - aye, Councilman Gary Squires - aye.
Carried 5 – 0.
Supervisor Thomas Wood then told the Board that Tim's
snowblower stopped working as he was snowblowing at the Town Hall. He and the Board agreed to purchase a new
snowblower.
A motion to adjourn at 12:14 p.m. was made by Councilman James Jennings
and seconded by Councilman Gary Squires. Supervisor Thomas Wood – aye, Councilman Charles Hanehan – aye, Councilman Michael McLoughlin – aye, Councilman James Jennings - aye, Councilman Gary Squires - aye.
