Supervisor Thomas Wood opened the meeting with the Pledge of Allegiance
at 7:00 p.m.
Roll call: Linda A. McCabe, Town
Clerk, called the roll. Supervisor
Thomas Wood- present, Councilman Charles Hanehan- present, Councilman Michael McLoughlin – present, Councilman James Jennings – present,
Councilman Gary Squires - present.
Also present: Zoning Officer Gil Albert, Deputy Clerk Michelle Conover, Ted Mosher, Randy O'Dell, Sally & Nelson Snowden, Phil Heitmann, W. John Smith, Wendy Lukas, Terri Korb, Allicia & Louis Farone.
Supervisor Thomas Wood shared the following with the
Board:

Adirondack Advocacy and Flatley
Read have signed their new leases.
v
New lighting of the Town Hall: The analysis
was completed and contract signed for the new lighting for the Town Hall. We are waiting for National Grid to go
forward, once the material is ordered and they begin, the new lighting should
be in place within a week.
v
Flag pole - There is a need for a new pole
for the large flag in front of Town Hall, as that flagpole snapped in half
during the last storm we had.
v
New lease with L. Trevor Coulter, Attorney
v
Suite 102 wanting a new door and frame and
locks - Board decided the tenant is responsible for full cost and also for the
cost of labor.

Brown Rd. issues
The Board discussed adding Event Venues to our
regulations. Planning Board member, Christopher
Koval, called Supervisor Thomas Wood earlier today, as
he had a prior commitment and was unable to attend the meeting this
evening. His call was concerning the
event venues and he wondered what the benefit and gain would be for the
Town. He also said he initially had
concerns with this, but as long as the controls and restrictions are reasonable,
he is okay, adding that we need to be careful with the changes. Supervisor Thomas Wood then asked Ian Murray,
Chairman of the Planning Board, to speak.
Chairman Ian Murray stated he feels it is needed and that it's been
needed since Lee's Marina went in. There
has been a lot of interest in multiple areas of the Town for event venues. Our code is generally good but he feels it would
be challenged in the future and it is time to tighten up our codes.
Building Inspector/Zoning Officer Gil Albert
agreed. He added there is a tax benefit
with this as it's a non-burden tax base.
The downside can be neighbors.
Right now it's under special use for restaurant and we need to be more
deliberate and clear with our regulations.
William Reynolds, Attorney for the Town, stated that
Special Event Venues is how it
should be defined.
It is not a restaurant so there is a need to define it and put it in our
regulations with guidelines in place.
He's reviewed other towns ordinances and there are
exceptions for this.
Supervisor Thomas Wood stated there should be
opportunity for reasonable solutions here; people have property rights. This is about adding something to our zoning
code.
James Jennings added communities need businesses to
grow.
Building Inspector/Zoning Officer Gil Albert said that's right, but regulations
have to be in place, which they're working on, and there are ways to make it
work. He stated he's pro business and we
need a non-burden tax base in our Town, we need to look at the big picture and
make things work. We all have property
rights as long as we stay within regulations.
He then added we have no regulations on docks and he found after talking
with NYS DEC that one can get a Protection of Water Permit which allows you
putting in a dock up to 10 boats. If we
don't have docks in our regulations, car parking can be an issue and as well as
sanitation.
Supervisor Thomas Wood said we'll look at Stillwater
and Malta and see if they have regulations on that.

Korb, Randy O'Dell and Wendy Lukas.
Supervisor Thomas Wood and the Board then reviewed
the attached agenda items.
A motion was made by Councilman Gary Squires,
seconded by Councilman Charles Hanehan, to enter
into Executive Session at 8:44 p.m. to discuss Union Negotiations and
litigation. Supervisor Thomas Wood -

aye, Councilman Gary Squires – aye.
Carried 5 – 0
A motion was made by Councilman Charles Hanehan, seconded by Councilman Gary Squires, to exit
Executive Session at 9: 20 p.m. No Board
action was taken.
