AGENDA MEETING OF THE TOWN BOARD
OF THE TOWN OF
SARATOGA, 12 SPRING ST.,
Thursday, January
7, 2016
7:00 P.M.
Supervisor Thomas Wood opened the meeting with the Pledge of Allegiance
at 7:00 p.m.
Roll call: Linda McCabe, Town Clerk,
called the roll. Supervisor Thomas Wood-
present, Councilman Michael McLoughlin - present, Councilman Charles Hanehan- present,
Councilman James Jennings – present, Councilman Gary Squires – present.
Also present: Town Attorney William Reynolds, Maribeth Macica, Jean Seiler, Edith Rubinson, Lauren Kirkwood, Hubert Miller, Kate Miller, Terri Korb and Randall Odell
Supervisor Thomas Wood stated the Board will hold a public hearing at the regular town board meeting, January 11, 2016 for the CDBG grant for Administrative Solutions. It is a requirement of the grant to update the public on the monies spent and projects completed.
Supervisor Thomas Wood also stated public hearings for Local Law 1 of 2016 and Local Law 2 of 2016 will be held at the regular board meeting on January 11, 2016. The Board will declare Lead Agency and complete SEQR review tonight. Hub Miller and other Brown Road residents were in attendance and had a lengthy discussion with the Board. Many questions were answered and Hub Miller said with the addition of one word, ‘ materials’, they were happy with the proposed laws pertaining to the issues and concerns on Brown Road.
Supervisor Thomas Wood reviewed all the organizational resolutions and looked back at the 2015 goals with the Board. He then asked for their input for 2016 goals which will be presented at Monday’s meeting.
Privilege of the Floor: Residents of Brown Road directed questions to the
Board.
Supervisor Thomas Wood
stated the Board must designate Lead Agency for the purpose of conducting the S.E.Q.R
reviews for the proposed Local Laws.
On a motion by Councilman
Charles Hanehan and seconded by Councilman James Jennings the following Resolution #16-31 – Lead Agency Designation
for Local Law #1 of 2016 – Zoning Amendments was adopted by vote: Supervisor Thomas Wood - aye, Councilman
Charles Hanehan – aye, Councilman Michael McLoughlin – aye, Councilman James
Jennings – aye, Councilman Gary Squires – aye.
Carried 5 – 0.
WHEREAS, the
Town Board of the Town of Saratoga has determined that a Zoning Amendment is
needed to place additional regulations in the Rural District II and the Lake
Residential District, the “Action”, and
WHEREAS, this
is an Action subject to the provisions of the New York State Environmental
Quality Review Act (S.E.Q.R.) and the regulations promulgated to implement said
Environmental Quality Review Act, and
WHEREAS, the
provisions of S.E.Q.R. require the designation of a “Lead Agency” to determine
the environmental significance of the Action, and
WHEREAS, this
agency has complied with the provisions of S.E.Q.R. pertaining to “Lead Agency”
designation, now, therefore, be it
RESOLVED, that
the Town Board of the Town of Saratoga is hereby designated the “Lead Agency”
for the purpose of conducting the S.E.Q.R. review of the referenced
Action.
Short Form S.E.Q.R review
was completed line by line with the Board for Local Law#1 of 2016 for Zoning
Amendments as to adding additional regulations to the Rural District II and the
Lake Residential District. S.E.Q.R
Negative Declaration will be declared at the regular town board meeting on
1/11/2016.
On a motion by Councilman

WHEREAS, this

provisions of S.E.Q.R. require the designation of a “Lead Agency” to determine

Old Business:
v Salt Shed
Update: The salt shed bids will be
opened at the 2/4/2016 Town Board agenda meeting and bid granting will take
place at the 2/8/2016 regular Town Board meeting.
v Towpath: Supervisor Thomas
Wood reported that we have obtained $10,000 in a Greenway Grant for the
continuance of the towpath from the Garnsey property to the Germain property.
New Business:
v Purchase of
Development Rights (P.D.R):
Supervisor Thomas Wood stated that he and Councilman Charles Hanehan will
recuse themselves at the regular Town Board meeting during the vote on
Resolution 16-37, supporting the application for a Purchase of Development
Rights (P.D.R) for Allen W. Wood II. He
added that a portion of the property lies in the Town of Northumberland and the
Northumberland Town Board has completed their end supporting this
application. This resolution only moves
the application along in the P.D.R. process; it does not determine
acceptance. Councilman Michael
McLoughlin will preside during that portion of the meeting.
A motion to adjourn at 8:30 p.m. was made by Councilman Charles Hanehan
