MINUTES OF THE AGENDA MEETING OF THE TOWN BOARD

OF THE TOWN OF SARATOGA, 12 SPRING ST.,

SCHUYLERVILLE, NY

 

Thursday, January 5, 2017

7:00 P.M.

 

Supervisor Thomas Wood opened the meeting with the Pledge of Allegiance

at 7:00 p.m.

 

Roll call: Town Clerk, Linda McCabe, called the roll:  Supervisor Thomas Wood- present, Councilman Charles Hanehan- absent, Councilman Michael McLoughlin – present, Councilman James Jennings – present, Gary Squires - present.

 

Also present:  Town Attorney William Reynolds and Deputy Clerk Michelle Conover.

 

Supervisor Thomas Wood reviewed Local Law #1 of 2017, reminding the Board that to date, major solar collection systems are allowed in the Town’s Rural and Rural Residential districts only.  This local law will allow the major rooftop solar collection systems in the Lake Residential and Lake Commercial districts as well.  He then reviewed Local Law #2 of 2017, which authorizes the Town’s Zoning Officer to issue appearance tickets in local justice court for any violations of the provisions of the Zoning Ordinance related to building permits and certificates of occupancy.  All other legal actions will require compliance or abate violations shall require consultation with, and approval of, the Town Board.

Supervisor Thomas Wood then stated in order for the Board to enact Local Law #1 of 2017, the Board must first designate Lead Agency in order to conduct an environmental review (SEQR) of the proposed action, which is the passing of the law.

 

On a motion by Councilman Michael McLoughlin and seconded by Councilman James Jennings the following Resolution #17-25 - Designating a “Lead Agency” for the purpose of conducting a State Environmental Quality Review (SEQR) of a proposed action, Local Law #1 of 2017- Zoning Amendment for an additional regulation in certain zoning districts of the Town of Saratoga, was adopted by vote: Supervisor Thomas Wood – aye, Councilman Charles Hanehan – absent, Councilman Michael McLoughlin – aye, Councilman James Jennings - aye, Councilman Gary Squires - aye. 

Carried 4 – 0

 

Attorney William Reynolds then went through SEQR, line by line, with the Board.  SEQR was completed and action will be taken at the regular Town Board meeting on January 9, 2017.

 

Supervisor Thomas Wood stated that after talking with Town Attorney William Reynolds, Local Law #2, of 2017, does not require the environmental review (SEQR) as it is not relevant to this law.

 

General discussion by the Board followed on the attached agenda items of the upcoming regular meeting for Monday, January 9th.  They also discussed spending caps of different departments within the Town, the salt shed, the boat launch and the test well at the Town dump.

 

Supervisor Thomas Wood reviewed the 2016 goals with the Board and discussed setting new goals for 2017, asking for Board input.  The new goals will be presented at the regular Town Board meeting on Monday, January 9th.

 

Supervisor Thomas Wood requested an executive session to discuss personnel issues.

On a motion by Supervisor Thomas Wood, seconded by Councilman Gary Squires, the Board entered into executive session at 8:19 p.m. to discuss personnel issues. 

Supervisor Thomas Wood – aye, Councilman Charles Hanehan – absent, Councilman Michael McLoughlin – aye, Councilman James Jennings - aye, Councilman Gary Squires - aye.  Carried 4 – 0.

 

On a motion by Supervisor Thomas Wood, seconded by Councilman James Jennings, the Board came out of executive session at 8:44 p.m. and no Board action was taken.  Supervisor Thomas Wood – aye, Councilman Charles Hanehan – absent, Councilman Michael McLoughlin – aye, Councilman James Jennings - aye, Councilman Gary Squires - aye.  Carried 4 - 0

A motion to adjourn was made by Councilman Gary Squires, seconded by James Jennings at 8:45 p.m.   Supervisor Thomas Wood – aye, Councilman Charles Hanehan – absent, Councilman Michael McLoughlin – aye, Councilman James Jennings - aye, Councilman Gary Squires - aye.

v  Resolution #17-03 designating the Glens Falls National Bank & Trust Company

as the official bank depository.

v  Resolution #17-04 designating The Saratogian as the official newspaper for the Town.

v  Resolution #17-05 authorizing the Supervisor to invest idle cash balances.

v  Resolution #17-06 authorizing the Supervisor to submit claims for state aid for youth recreation programs.

v  Resolution #17-07 authorizing the Supervisor to execute & pay contracts & annual appropriations as provided in the budget.
