Supervisor Thomas Wood opened the meeting with the Pledge of Allegiance

at 11:00 a.m.

 

Roll call: Town Clerk Linda McCabe, called the roll: Supervisor Thomas Wood - present, Councilman Michael McLoughlin – present, Councilman Charles Hanehan – present, Councilman James Jennings – present, Councilman Gary Squires - present.

 

Also present: Town Attorney William Reynolds and Highway Superintend Don Ormsby.

 

Approval of Minutes: A motion was made by Councilman Michael McLoughlin and seconded by Councilman James Jennings, to accept the amended minutes of the December 11, 2017 regular meeting as written. Supervisor Thomas Wood - aye, Councilman Charles Hanehan – aye, Councilman Michael McLoughlin – aye, Councilman James Jennings – aye, Councilman Gary Squires - aye.

Carried 5 – 0

 

Supervisor Thomas Wood stated there is no financial report for this meeting, but there will be one at the next meeting. 

Supervisor Thomas Wood then asked the Board to think about  goals for the coming year, and said they will discuss those at the next meeting, as well as review the 2017 goals they had set.  He then stated he'd like to reschedule the agenda meetings to meet during the day instead of in the evening, as he's noticed that there seems to be a conflict with some of the Councilmen's other commitments that fall on the same evenings throughout the year.  He suggested they meet from 12:00 noon - 1:00 p.m. on the Thursday before the board meetings.  The Board talked about this and decided to try and see how it works.

Supervisor Thomas Wood stated they'll try it out and if they find it won't work, they'll either go back to the evening or find another day that will work.  They'll begin this new schedule with the next agenda meeting, January 4, 2018 at 12:00 noon.

 

Supervisor Thomas Wood stated he had met with Dave Meager, Adirondack Insurance, and spoke with him concerning the water damage that occurred in the office here in the Town Hall.  Dave Meager told Supervisor Thomas Wood that the contract with All Pro Reconstruction is between the insurance company and All Pro Reconstruction , not the Town and All Pro Reconstruction and he will speak with the insurance company to see if they'll pay All Pro directly, without involving the Town.  He then told Town Attorney William Reynolds that Dave Meager will be getting in touch with him to speak about this also.

 

Public Comments on Agenda Items:  None

 

Old Business:  Assessor appointment will be discussed in an Executive Session later in the meeting.

 

New business:

On a motion by Councilman Charles Hanehan, seconded by Gary Squires, the following Resolution #17-129 - Approving One Year Lease Renewals, was adopted by vote: Supervisor Thomas Wood - aye, Councilman Michael McLoughlin – aye, Councilman Charles Hanehan – aye, Councilman James Jennings – aye, Councilman Gary Squires - aye.  Carried 5 - 0

            WHEREAS, the Town has excess space in the Town Hall at 12 Spring Street, Schuylerville, NY which is unneeded for Town purposes, and which have been previously leased; and

WHEREAS, the Town Board desires to continue to lease such excess spaces for fair and adequate consideration for one year, beginning January 1, 2018; it is now hereby

            RESOLVED, that the Town Supervisor is authorized to enter into a renewal of said lease agreements to carry out this resolution, subject to approval of the Town Attorney as to form, and that the following leases be renewed by mutual agreement:

On a motion by Councilman Gary Squires, seconded by Councilman Charles Hanehan,   the following Resolution #17-130 - Fund Transfer - $50,000.00 into Building Reserve, was adopted by vote: Supervisor Thomas Wood - aye, Councilman Michael McLoughlin – aye, Councilman Charles Hanehan – aye, Councilman James Jennings – aye, Councilman Gary Squires - aye.

WHEREAS, there are un-appropriated funds in the B account; now therefore be it

RESOLVED, by the Town Board of the Town of Saratoga, to transfer $50,000.00 from B account into Building Reserve account.

 

On a motion by Councilman Michael McLoughlin, seconded by Councilman James Jennings, the following Resolution #17-131 - Fund Transfer - $50,000.00 into Highway Equipment Reserve, was adopted by vote Supervisor Thomas Wood - aye, Councilman Michael McLoughlin – aye, Councilman Charles Hanehan – aye, Councilman James Jennings – aye, Councilman Gary Squires - aye.

Carried 5 – 0 

WHEREAS, there are un-appropriated funds in the B account; now therefore be it

RESOLVED, by the Town Board of the Town of Saratoga, to transfer $50,000.00 from B account into Highway Equipment Reserve account.

 

On a motion by Councilman Michael McLoughlin, seconded by Councilman James Jennings, the following Resolution #17-132 - Fund Transfer - $75,000.00 into Park Reserve, was adopted by vote Supervisor Thomas Wood - aye, Councilman Michael McLoughlin – aye, Councilman Charles Hanehan – aye, Councilman James Jennings – aye, Councilman Gary Squires - aye.

            WHEREAS, there are un-appropriated funds in the B account, therefore be it

            RESOLVED, by the Town Board of the Town of Saratoga, to transfer $75,000.00 from B account into Highway Equipment Reserve account.

 

On a motion by Councilman Charles Hanehan, seconded by Councilman Michael McLoughlin, the following Resolution #17-133 - Fund Transfer - $1,000.00 from Supervisor Clerk Personnel Services-A1220.1, to Assessor Clerk Personnel Services-A1355.1, was adopted by vote: Supervisor Thomas Wood - aye, Councilman Michael McLoughlin – aye, Councilman Charles Hanehan – aye, Councilman James Jennings – aye, Councilman Gary Squires - aye.

RESOLVED by the Town Board of the Town of Saratoga, to transfer $1000.00 from Supervisor Clerk Personnel Services-A1220.1 to Assessor Clerk Personnel Services-A1355.1, to cover year end budget adjustments.

 

On a motion by Councilman James Jennings, seconded by Councilman Michael McLoughlin, the following Resolution #17-134 - Fund Transfer - $1500.00 from Parks Equipment-A7110.2 to Parks Personnel Services-A7110.1, was adopted by vote: Supervisor Thomas Wood - aye, Councilman Michael McLoughlin – aye, Councilman Charles Hanehan – aye, Councilman James Jennings – aye, Councilman Gary Squires - aye.  Carried 5 – 0      

RESOLVED by the Town Board of the Town of Saratoga, to transfer $1500.00 from Parks Equipment-A7110.2 to Parks Personnel Services-A7110.1, to cover year end budget adjustments.

 

On a motion by Councilman Charles Hanehan, seconded by Councilman Gary Squires, the following Resolution #17-135 - Transfer of Funds - $2,000.00 from Unemployment Insurance-A9050.8, to Social Security-A9030.8, was adopted by vote: Supervisor Thomas Wood - aye, Councilman Michael McLoughlin – aye, Councilman Charles Hanehan – aye, Councilman James Jennings – aye, Councilman Gary Squires - aye.

On a motion by Councilman Charles Hanehan, seconded by Councilman Gary Squires, the following Resolution #17-136 - Transfer of Funds - $2,600.00 from Contingency-B1990.4, to Playgrounds & Recreation-B7140.4, was adopted by vote: Supervisor Thomas Wood - aye, Councilman Michael McLoughlin – aye, Councilman Charles Hanehan – aye, Councilman James Jennings – aye, Councilman Gary Squires - aye.

RESOLVED by the Town Board of the Town of Saratoga, to transfer $2600.00 from Contingency-B1990.4 to Playgrounds & Recreation-B7140.4, to cover year end budget adjustments.

 

On a motion by Councilman Charles Hanehan, seconded by Councilman Gary Squires, the following Resolution #17-137 - Lease Agreement - William Belcher, d/b/a Wordhorse Strategies, LLC, was adopted by vote: Supervisor Thomas Wood - aye, Councilman Michael McLoughlin – aye, Councilman Charles Hanehan – aye, Councilman James Jennings – aye, Councilman Gary Squires - aye.

            WHEREAS, the Town has excess space in the Town Hall at 12 Spring Street, Schuylerville, NY which is unneeded for Town purposes, and which has been leased previously; and

WHEREAS, the Town Board desires to lease such excess space for fair and adequate consideration; it is hereby

            RESOLVED, that Suite 203, Room 3E2, be leased to William Belcher, Wordhorse Strategies, LLC., P.O. Box 85, Middle Falls, NY, 12848, annually beginning on January 1, 2018, for a monthly rental amount of $205.00 and other terms as set forth under a form of lease agreement presently in use for other business tenants in the Town Hall; and it is further

            RESOLVED, that the Town Supervisor is authorized to enter into a lease agreement to carry out this resolution, subject to approval of the Town Attorney as to form.

 

Communications: Supervisor Thomas Wood stated that Bryan Drew, a Village of Schuylerville Trustee, is heading up a park committee in the village and is looking to start a Schuylerville Veterans Park fundraiser in the spring.  Their goal is to purchase a plaque listing all the fallen veterans of the Town of Saratoga, which includes the Villages.  They are hoping to reach their goal of $4,000.00 for this project.

(Councilman Michael McLoughlin had to leave to return to work at 12:30 p.m.)

 

A motion was made by Councilman James Jennings, seconded by Councilman Gary Squires, to come out of Executive Session at 12:37 p.m.  No action was taken by the Board. Supervisor Thomas Wood - aye, Councilman Michael McLoughlin – absent, Councilman Charles Hanehan – aye, Councilman James Jennings – aye, Councilman Gary Squires - aye.

Audit the Bills:  On a motion by Councilman James Jennings and seconded by Councilman Gary Squires, the following Resolution #17-139 - Approving the Payment of Bills in Abstract 13G, was adopted by vote: Supervisor Thomas Wood - aye, Councilman Michael McLoughlin – absent, Councilman Charles Hanehan – aye, Councilman James Jennings – aye, Councilman Gary Squires - aye.

RESOLVED, by the Town Board of the Town of Saratoga to authorize payment of the bills listed in Abstract 13G in the following amounts:
