Supervisor Thomas Wood opened the meeting with the Pledge of Allegiance

Thomas Wood stated that one of the Town’s residents, Edith LaClare
Martis, will turn 100 years old on December 18th
and in honor of this momentous birthday, the Town Board presented her son, John
Martis, with the following resolution in recognition
of his Mother:

WHEREAS, the Town of Saratoga wishes to recognize and honor
Edith LaClare Martis on her
100th birthday, and
WHEREAS, Edith LaClare Martis was born on December 18, 1916, in Victory Mills, NY
and
WHEREAS, Edith LaClare Martis was one of four LaClare
children, whose siblings names were Eugene LaClare, Adell LaClare Millet and Minnie LaClare Sherman and
WHEREAS, Edith LaClare Martis lived at 37 Herkimer Street and 176 Cemetery Road in
the Village of Victory her entire life, and
WHEREAS, Edith LaClare Martis was married to John A. Martis
November 24, 1940 and had one child, John Martis and
WHEREAS, Edith LaClare Martis graduated from Schuylerville High School in June,
1934 and
WHEREAS, Edith LaClare Martis worked her entire life beginning at an early age,
working at Clark Glove Shop in Schuylerville, Espy Manufacturing in Saratoga
Springs and the Washington County Infirmary in Argyle and
WHEREAS, Edith LaClare Martis was active in the Notre Dame Visitation Church, and
WHEREAS, Edith LaClare Martis enjoys many hobbies including playing cards, doing
puzzles and reading, and
WHEREAS, Edith LaClare Martis demonstrated in her daily life the qualities and
attributes which are highly desired and valued by our society, and
WHEREAS, it is fitting that the longevity and quality of
the life of Edith LaClare Martis
be honored, recognized and remembered by the Town of Saratoga, therefore, be it
RESOLVED, that the day of December 18, 2016, is hereby
dedicated to the life of Edith LaClare Martis in grateful recognition by the Town Board of the
Town of Saratoga on behalf of all the residents of the Town.
Approval of Minutes: A motion was made by Councilman James Jennings and seconded by Councilman
Gary Squires to accept the minutes of the November 10th regular

Town Clerk’s report for November 2016: Fees paid to the NYS Dept. of Agriculture and Markets for the Animal Population Control Program, $36.00. Fees paid to NYS D.E.C. for hunting and fishing licenses, $838.84. Fees paid to the NYS Department of Health for marriage license $0. Dog license fees paid to Supervisor Thomas Wood, $163.00. Clerk fees paid to Supervisor Thomas Wood, $112.66. Total State and Local Revenues, 1,150.50.
Zoning Officer’s report for November 2016: 7 Building Permits, 24 Building Inspections, 6 Certificates of Occupancy, 0 Junk Yard Permits, 0 Complaints, 0 Fire inspections, 1 Orders to Remedy, 7 Misc. Appointments, 7 Building Permit Renewals, and 0 Property Maintenance Inspections. A check for $1,537.50 was given to Supervisor Thomas Wood.
Dog Control Officer’s report for November 2016: The report was read by Supervisor Thomas Wood: answered 23 complaints, took 2 dogs to the shelter, 2 bite cases, court action on 2 dangerous dogs, issued 9 warnings, 0 summons was issued, and traveled 208 miles.
Town Court report for November 2016:
The following were closed: 33 Vehicle & Traffic, 1 Criminal/Penal Law, 0 DEC/ENCON, 3 Dog case, 1 DWI/s, 0 Town & Village Ordinance, 0 Small Claims/Civil, 0 Evictions, 0 Bench trial, 0 (case transfers) Divestiture Forms sent to County Court, 1 Defendant/s sentenced to probation, 0 hours of community service issued, 0 Orders of Protection issued, and $5,013.00 in fees were paid to the NY State Comptroller.
Historian’s report for November 2016: The Historian submitted the following:
November was a slow month; he had one inquiry for family history and one inquiry from a television show focused on Genealogy. He also reported that he had 18 posts with 260 visitors to his blog, his facebook page reached 123 people and his twitter feed had 1,000+ posts. He encourages people to follow his blogs on facebook, twitter and the Town’s website page.
Assessor’s report for November 2016:
The Assessor was preparing
for the annual exemption renewal time during the month of November. Senior and Ag Exemption renewals will be
mailed to all property owners who filed last year by December 18th. Renewal forms must be filed in the Assessor’s
office at 12 Spring Street before March 1, 2017. If someone is new to the town and wishes to
apply for a STAR Exemption, they now must do so through the NYS Department of
Tax and Finance by telephone or through their website.
There were 13 property sales
in the month of November; 5 were valid sales and 8 were invalid sales. Of those sales, 11 were residential
properties and 2 were for vacant lands.
The Assessor’s Office Hours:
Monday - 10:00 a.m. - 2:00
p.m.
Wednesday - 9:00 - 1:00 p.m.
If you are unable to see the
Assessor during office hours, if necessary appointments may be scheduled. The Assessor will help those applying for
exemptions and/or having questions regarding their inventory.
During the months of January
and February the office will be open three days a week. The Assessor will
continue to be in the office on Mondays and Wednesdays.

Youth: Councilman Michael McLoughlin reported that
there will be a Chowder Fest Contest held on Tuesday, December 14th
with proceeds going to SAFER; $5.00 gets you 5 chowders to taste.
Senior Citizens:
Councilman James Jennings
reported that the Quaker Springs Sunshiners’ met on November
14th with 24 members in attendance.
Charles Huenzel, of Saratoga Springs, was the
guest speaker and he gave an interesting talk on the haunted houses of Saratoga
Springs. He stated they also had a
wonderful time on their trip to the Williams Inn, Williamstown, MA for the
German Festival.
He then added that Santa
visited the Quaker Springs Fire Department on Sunday, December 11th with
24 children in attendance; a great time was had by all!
Councilman Gary Squires
reported that the roof trusses for the west end pavilion were installed on the 7th
and 8th of December.
Structural framing will continue.
The pavilion interior has been graded and leveled, and is now ready to
receive a slab floor. The concrete floor
is not part of the construction contract so the floor installation will be
handled separately by the Schuyler Park Committee, resulting in a significant
cost savings. The roof panel
installation, weather permitting, may begin December 19th and hopefully
will be completed by December 25th.

WHEREAS, the Town has excess space
in the Town Hall at 12 Spring Street, Schuylerville, NY which is unneeded for
Town purposes and has been previously leased; and
WHEREAS, the Town Board desires to
lease such excess space for fair and adequate consideration; it is now hereby
RESOLVED that in the north wing,
second floor of the Town Hall, Suite 203, Office 1W, be leased to Linda Nadeau,
Community Animal Action Project, Inc., on an annual basis for a monthly rental
amount of $200.00, all utilities included, set forth under a form of lease
agreement presently in use for other business tenants in the Town Hall, and be
it further,
RESOLVED, that the Town Supervisor
is authorized to enter into a lease agreement to carry out this resolution,
subject to approval of the Town Attorney as to form.

Approval to enter into a Contract with the General Schuyler Emergency Squad -
$303,663.00, was adopted by vote:

WHEREAS,
the Town Board of the Town of Saratoga is authorized by virtue of Section 122
(B) of the General Municipal Law of the State of New York to provide general
ambulance service for the town; and
WHEREAS,
the GENERAL SCHUYLER EMERGENCY SQUAD (GSES)
has trained and experienced personnel
and is certified by the Department of Health of the State of New York as an
ambulance service; and
WHEREAS,
the GSES is desirous of furnishing emergency medical services to the Town under
the terms and conditions set forth in the EMS agreement; now, therefore be it,
RESOLVED, by the Town Board of the Town of Saratoga to
authorize entering into the EMERGENCY MEDICAL SERVICES (EMS) AGREEMENT with
GENERAL SCHUYLER EMERGENCY SQUAD, for a term beginning January 1, 2017 through
December 31, 2017 and will provide consideration in the amount of $303,663.00. The full agreement is on file in the office
of the Town Clerk; and it is further
RESOLVED, that
the form of such contract shall be subject to prior review and approval by the
town attorney.

Contract with the Village of Victory, for a term of January 1, 2017 through
December 31, 2017 and will provide consideration to the Village of Victory in
the amount of $12,647.00. The full
agreement is on file in the office of the Town Clerk; and it is further
RESOLVED, that
the form of such contract shall be subject to prior review and approval by the
town attorney.

RESOLVED, by the Town Board of the Town of Saratoga to

provide consideration to the Village of Schuylerville in the amount of $35,763.00. The full agreement is on file in the office

WHEREAS,
the Town Board has determined that it is in the public interest to offer
support and recreational services to the elderly residents of the Town; and
WHEREAS,
the Old Saratoga Seniors and Quaker Springs Seniors have offered to provide
such services to senior citizens who are residents of the Town; it is now
therefore
RESOLVED, that the Supervisor is authorized
to sign contracts with Old Saratoga Seniors and Quaker Springs Seniors, to
provide support and recreational services to senior citizen residents of the
town for the 2017 calendar year, at a cost of $2,500.00 for each contract; and
it is further
RESOLVED, that the form of such
contracts shall be subject to prior review and approval by the Town Attorney.

the Town Board has determined that it is in the Town’s interest to have the
services of William F. Reynolds as an attorney for the Town as needed;

RESOLVED, that the Supervisor is authorized
to sign a contract with William F. Reynolds for attorney services for 2017 in
the amount of $30,000 for general legal services for town business with
additional services for non town court litigation at an hourly rate of $150.00
per hour.

on an annual basis the Town Board enters into an insurance contract to provide
health insurance coverage for eligible employees; and

the Town Board has reviewed proposals for a contract to commence January 1,
2017 for Retirees over 65 years old; it is now therefore
RESOLVED, that the Town Supervisor
is authorized to sign a contract for health insurance benefits with MVP
Preferred Gold HMO-POS 2017 - HG170022/RHG0145X, at a monthly premium of
$271.50.

Zoning Board of Appeals from 01/01/2017 - 12/31/2017, fulfilling the five year
term (01/01/2013 – 12/31/2017) of previous Board Member, John Deyoe.

of Saratoga accepts the resignation of John Deyoe,
effective December 31, 2016.
