Supervisor Thomas Wood opened the meeting with the Pledge of Allegiance
at 7:00 p.m.

Town Clerk’s report, September 2005: Town Clerk Ruth Drumm stated the following: Fees paid to the County Treasurer for Dog Licenses - $63.92. Dog license fees paid to the NYS Dept. of Agriculture and Markets - $18.00. Fees paid to New York D.E.C. for hunting and fishing licenses - $3,852.21. Fees paid to NYS Health Dept. for Marriage Licenses - $112.50. Dog license fees to Supervisor Thomas Wood - $165.08. Clerk fees to Supervisor Thomas Wood - $410.29. Total State, County, and Local Revenues received were $4,622.00.
Zoning Officer’s report, September 2005: Zoning Officer Robert Hathaway stated that 11 Building Permits, 2 C.O.’s, 22 Building inspections, and one Order to Remedy was issued. A check for $1,000 was given to Supervisor Thomas Wood.
Dog Control Officer’s report, September 2005: The report was read by Supervisor Thomas Wood which stated Rick Sullivan answered 12 complaints, traveled 100 miles, , issued 4 warnings, and no summons’ were issued.
Town Court report: Justice Jack Ditch reported the following cases were closed in September: 72 Vehicle & Traffic, 12 Criminal/Penal Law, 15 DEC/ENCON, 3 Dog cases, 3 DWI, 0 Town & Village Ordinance, 4 Small Claims/Civil, 4 Evictions, 0 Divestiture Forms sent to County Court, 12 attended the Science of Speed School, 411 hours of community service issued, 10 days of jail time issued and fees paid to the NY State Comptroller - $6,265.00.
Supervisor’s report: Supervisor
Thomas Wood presented September 2005 balances in Town funds as follows:
General A $850,322.92, General B $75,856.28, Highway Outside $220,940.73, Youth
Recreation & Services $185.47, Highway Equipment Reserve $109,823.42,
Building Reserve $814,406.73, and Fire Protection $0.00. September revenues were $291,321.11 and
expenses were $322,745.71. The total
September 2005 balance is $2,071,535.55.
Supervisor
Thomas Wood announced that he would like to present a special recognition
resolution to the General Schuyler
Emergency Squad. Sherry Doubleday came
forward to receive it. Resolution # 05-87 was introduced by
Supervisor Thomas Wood and seconded by Councilman Bruce Cornell as follows:
WHEREAS, The General Schuyler Emergency Squad has provided
high quality, professional emergency services to the town of Saratoga since
1971, and
WHEREAS, the General Schuyler Emergency Squad is composed of
dedicated, hard working, community spirited members, and
WHEREAS, the General Schuyler Emergency Squad has consistently
increased the scope and quality of services provided to residents of the town,
and
WHEREAS, the General Schuyler Emergency Squad has recently
added Advance Life Support Services, and
WHEREAS, over the years the General Schuyler Emergency Squad
has saved hundreds of lives, and
WHEREAS, The General Schuyler Emergency Squad continually
looks for ways to improve their services to the town as illustrated by their
ongoing activities to construct a new emergency squad building on Route 29, and
WHEREAS, the General Schuyler Emergency Squad was recently
presented with a certificate of Appreciation from the Hudson-Mohawk Regional
EMS Council and from The Regional Emergency Medical Organization for “2004 EMS
Agency of the Year”, now therefore be it
RESOLVED, that the Town Board of the Town of Saratoga does
hereby recognize and honor to the highest degree possible all of the past and
present members of the General Schuyler Emergency Squad for their outstanding
service to the Town of Saratoga, and be it further
RESOLVED, that we extend our sincere thanks, recognize, and
honor to the highest degree possible the members of the General Schuyler
Emergency Squad for their receipt of the “2004 EMS Agency of the Year Award”,

Public comments on agenda items: None
Committee reports:
Highway: Highway Superintendent Grant Seymour reported that Burgoyne Road and Grange Hall Road have been resurfaced and striped. The shoulders will be done next. He also noted that the winter sand is in.
Landfill: Supervisor Thomas Wood reported that the quarterly report from Hudson Environmental Services shows no unusual conditions at the town landfill and all tests are within acceptable limits.
Insurance: Supervisor Thomas Wood reported that he has received a Notice of Premium Adjustment for the new dump truck and roller. He added that the 5th voting machine has also been included on the policy.
Supervisor Thomas Wood explained that to control the upward costs of medical insurance for new full time employees the County has changed the ratio of contribution from 90% employer paid and 10% employee paid or 90-10, to 85-15. The town board was in agreement that this is needed to keep the costs under control. Supervisor Thomas Wood introduced Resolution # 05-89 and Councilman Fred Drumm seconded it as follows:
WHEREAS, the Town Board of the Town of Saratoga has agreed, as
a cost saving measure, to reduce the Town’s portion of the medical insurance
premiums paid for full-time employees and for full-time elected officials hired
on or after January 1, 2006 to 85% of the premium for individual or family
medical insurance coverage, therefore be it
RESOLVED, by the Town Board of the Town of Saratoga to amend
the Town of Saratoga’s Employee Handbook, Section 805 – Premium Payment – to
add -The Town will pay 85% of the premium for individual or family medical
insurance coverage, as the case may be, for each eligible full-time employee
hired on or after January 1, 2006. The
Town will pay 85% of the premium for individual or family medical insurance
coverage, as the case may be, for each eligible full-time Elected Official.
Youth Committee report: Councilman Michael McLoughlin reported that the Schuylerville Youth Program is offering a “Haunted Corn Maze” trip to Liberty Ridge Farm on Friday, October 14th.
Buildings: Supervisor Thomas Wood reported that the draft RFP (Request for Proposal)
for the architectural and engineering services needed has been reviewed and
changes were made to it. He stated that
it is now ready to be advertised and put out for proposals. Supervisor Thomas Wood made a motion and
Councilman Fred Drumm seconded it to accept the Request for Proposals as written and to direct Town Engineer Kenneth
Martin to send it out to interested firms and for Town Clerk Ruth Drumm to
advertise the RFP in the Saratogian. Supervisor Thomas Wood - aye, Councilman

Senior Citizens
report: Councilman Bruce Cornell reported that the Quaker Springs and Old
Saratoga Seniors met jointly at the Fish Creek Marina for lunch on September 13th
with 88 seniors attending.
He added that the
Old Saratoga Seniors met on October 11th for lunch and had Christina
Soule from the Office of the Aging in Saratoga Springs as guest speaker, 88 seniors
attended. She spoke about the new
Prescription Medicare Plan. Veterans
will be honored guests at the next meeting on November 9th and the
Christmas party was scheduled for December 13th at the Holiday Inn
in Saratoga Springs.
Park Committee report: Councilman Michael McLoughlin reported that the deed for the Quaker Springs Mineral Park property has been finalized and received by the town. He noted that the Quaker Springs Mineral Park property can now be included in the Pocket Parks Plan and improvements to the property can be made. After some board discussion, it was decided to direct Zoning Officer Robert Hathaway to have the water tested and Councilman Michael McLoughlin suggested that it be changed back to free flowing water instead of hand pumped.
Zoning Amendment Advisory Committee (ZAAC): Councilman Charles Hanehan reported on his subcommittee and stated that they will be meeting tomorrow night. He added that progress is being made and they are concentrating on 6 or 8 priority issues.
Councilman Fred Drumm reported that his subcommittee will be meeting next week to review their recommendations before presenting them to the full committee.
Supervisor Thomas Wood explained that there are a few
amendments that are ready for action.
These include raising Building Permit application fees, Park fees,
allowing boat storage as a special permitted use in the Lake Commercial, Rural,
and Rural Residential Districts, and new water standards for both minor and
major subdivisions. Supervisor Thomas Wood made a motion and
Councilman Michael McLoughlin seconded it to direct Town Attorney William
Reynolds to draft the laws and to advertise them. A public hearing will be
scheduled for the next regular Town Board meeting on November 10th.

Supervisor
Thomas Wood reported that a new category has been added to the agenda that
allows for the General Schuyler Emergency Squad (GSES), the Quaker Springs Fire
Department (QSFD), the Saratoga Lake Protection and Improvement District
(SLPID), and the Saratoga Lake Association (SLA) to share information with the
board as desired.

Reports:
Sherry
Doubleday reported for the GSES, thanking
Supervisor Thomas Wood and the board for the special recognition.
She
noted that they are done with the design phase for their new building and that
the site plan is done. She mentioned
that they are hoping to award contracts next spring and possibly break ground
in May. Sherry Doubleday thanked all
members of the squad and past members for their contributions to the
squad. She especially thanked Town
Attorney William Reynolds and Councilman Michael McLoughlin for their past
participation.
Old business:
Supervisor
Thomas Wood explained that a meeting with Town Engineer Kenneth Martin and
Calvin Gong took place regarding Calvin Gong’s property at 1390 Rt. 9P that was
structurally damaged by fire in 2000.
It was determined that the building needs structural improvements and a
plan for the improvements, stamped by a professional engineer, was
requested. No improvement plan has been
received and no progress has been made.

a motion and Councilman Michael McLoughlin seconded it directing Town Attorney
William Reynolds to take appropriate action to bring Calvin Gong to court to
remedy the situation.

WHEREAS, the Town Board of the Town of Saratoga recognizes the
need for improved cell service for town residents, therefore be it
RESOLVED, that the Town Board of the Town of Saratoga
authorizes Supervisor Thomas Wood to enter into an Option and Land Lease
Agreement with SBA Towers, Inc., 5900 Broken Sound Parkway, N.W., Boca Raton,
Florida 33487-2797.

Supervisor
Thomas Wood explained that this is a land lease for the eventual erection of a
cell tower. The project must go through
the Planning Board’s application process before approval and a public hearing
will be held.
Supervisor
Thomas Wood reported that the Tentative Budget is in need of some further
adjustments in order to meet the needs of the town. A budget workshop will be scheduled. He added that the goal is to minimize spending and reduce the tax
rate per thousand.
The
Town of Saratoga’s Emergency Plan, last updated in 1992, needs revising. The Emergency contact information has been
updated. Supervisor Thomas Wood will
appoint a broad based committee which should include representatives from the
Rescue Squad, Fire Departments, School, State Police, Sheriff’s Department,
Town Board, Mayors of Victory and Schuylerville, the Health Officer, a Nurse,
Highway Superintendent, Zoning Officer, townspeople and the Red Cross. Councilman Charles Hanehan suggested that we
look into applying for a grant to help with the update.

concerning the speed of motor vehicles on County Rd. 69 in the Town of
Saratoga; and
WHEREAS,
the Town Board of the Town of Saratoga
believes such complaints to be well-founded; now, therefore be it
RESOLVED, that the New York State Department of
Transportation is hereby requested to review and study the conditions on the
entire length of County Road 69 in the Town of Saratoga; and , be it
further
RESOLVED,
that based upon its findings and at the request
of the Town Board of the Town of Saratoga, the New York State Department of
Transportation is requested to reduce the speed limit on said road.

payment to Town Engineer Kenneth Martin for services rendered in the amount of

Helen Endres, Director of
Public Health, informed the town that Flu vaccine for seniors will be given through
regional clinics. Once sufficient
vaccine is received clinics will be held.
The dates and times will be publicized.
The Saratoga County Planning
Board will
be accepting petitions from landowners through 10/30/05 to have their viable
agricultural land included in their respective Agricultural District.
Senator Joseph Bruno acknowledged the receipt of
the two grant requests from the Town of Saratoga. One was for computer/office supplies in the amount of $15,000 and
the other was for the improvement/replacement of the water line on North Broad
Street in the amount of $85,000. The requests will be sent to the Senate
Finance Committee for their review and consideration for inclusion in the
2005-2006 fiscal year.
Privilege of the Floor:
Sam Aldrich, 173 Burke Rd., spoke about the recent NY Planning Federation
Conference that he attended
at the Prime Hotel in Saratoga Springs.
He reported on
many of the new statutory
changes that were reviewed at the conference, including adult
entertainment and the intermunicipal approach to designating an
area for it.
Frank
Merrill, 32 Chestnut St., thanked Supervisor Thomas Wood and
the board for their support in their plight of fighting the 150% water rate
charge to “outside users”. He also
thanked Highway Superintendent Grant Seymour and the highway crew for their
help with the installation of the dry hydrant at the Grangerville pull off on
Hayes Road.
Gene
Derby, 8 Chestnut St.,commended Supervisor Thomas Wood
for his fine speech at the October 10th Saratoga Monument
rededication. He stated that Supervisor
Thomas Wood did a great job and made us all proud.
