SPECIAL MEETING OF THE TOWN BOARD

OF THE TOWN OF SARATOGA, 30 FERRY ST.,

SCHUYLERVILLE, NY

Supervisor Thomas Wood opened the meeting with the Pledge of Allegiance

at 9:05 a.m.

 

Roll call: Ruth Drumm, Town Clerk, called the roll.  Supervisor Thomas Wood- present, Councilman Fred Drumm- absent, Councilman Charles Hanehan- absent, Councilwoman Betty Koval – present, Councilman Michael McLoughlin – present

Also present: Town Attorney William Reynolds

 

New Business:

A motion was made by Councilman Michael McLoughlin and seconded by Councilwoman Betty Koval to adopt the following Resolution #08-77 Support of County PDR Application – Larmon, was adopted by vote:  Supervisor Thomas Wood – aye, Councilman Fred Drumm – absent, Councilman Charles Hanehan – absent, Councilwoman Betty Koval - aye, Councilman Michael McLoughlin – aye  

Carried 3 – 0.

 

WHEREAS, The Saratoga Town Board wishes to advance projects consistent with the Town of Saratoga’s 2002 Comprehensive Plan, the Old Saratoga on the Hudson Revitalization Plan, the Joint Open Space and Recreation Plan with the Town of Northumberland, and the draft American Battlefield Protection Plan; and 

 

WHEREAS, The Town of Saratoga values a partnership with Saratoga P.L.A.N. to implement projects consistent with the plans outlined above and to work cooperatively to structure projects to maximize efficiency of administration and transactions and to minimize overall costs; and 

 

WHEREAS, The Town of Saratoga is supportive of the Saratoga County Farmland/Open Space Preservation Program and is interested in developing a partnership with the county to implement projects consistent with plans outlined below; be it therefore

 

RESOLVED, That the Town of Saratoga hereby formally supports applications for funding prepared by Saratoga P.L.A.N. to the Saratoga County Farmland/Open Space Preservation Program subject to Planning Board approval as follows: 

 

·         The purchase of 39.64+/- acres along Fish Creek (Larmon) to preserve the Creek, contribute to the Town’s plans for a Fish Creek recreational corridor, and expand the land available for the Fish Creek Rod & Gun Club. 

 

 

 

 

 

A motion was made by Councilwoman Betty Koval and seconded by Councilman Michael McLoughlin to adopt the following Resolution #08-78 Waiver 30 Day Hold Liquor License Renewal – Anchor Inn, was adopted by vote:  Supervisor Thomas Wood – aye, Councilman Fred Drumm – absent, Councilman Charles Hanehan – absent, Councilwoman Betty Koval - aye, Councilman Michael McLoughlin – aye  

Carried 3 – 0.

 

WHEREAS, the Town of Saratoga acknowledges that a Liquor License Application is being filed by the Anchor Inn, 1453 Rt. 9P, Saratoga Springs, NY 12866, and in order to hasten its approval, therefore be it

RESOLVED, that the Town Clerk is authorized to send a written waiver of the Town of Saratoga’s rights to the 30 day hold and that the Town of Saratoga Town Board consents to the processing and issuance of the license by the New York State Liquor Authority. 

 

The following topics were discussed by the board.  No board actions followed. 

v     Schuyler Park Contract with Schuylerville Central School

v     Town of Saratoga Award – (2) $50 awards for the most points earned under the Student Council Point System.  ($20 from every town board member)

v     Court Clerk Hours

v     Asbestos report on old town garage

 

On a motion by Supervisor Thomas Wood and seconded by Councilwoman Betty Koval the board entered into executive session to discuss the contract for the purchase of 12 Spring Street at 9:51 a.m.   Supervisor Thomas Wood – aye, Councilman Fred Drumm – absent, Councilman Charles Hanehan – absent, Councilwoman Betty Koval - aye, Councilman Michael McLoughlin – aye.  Carried 3– 0.

 

On a motion by Supervisor Thomas Wood and seconded by Councilwoman Betty Koval the board came out of executive session and resumed the special meeting at 10:09 a.m.  Supervisor Thomas Wood – aye, Councilman Fred Drumm – absent, Councilman Charles Hanehan – absent, Councilwoman Betty Koval - aye, Councilman Michael McLoughlin – aye.  Carried 3– 0.  No board action was taken. 

 

A motion to adjourn at 10:10 a.m. was made by Councilwoman Betty Koval  

and seconded by Councilman Michael McLoughlin.  Supervisor Thomas Wood – aye, Councilman Fred Drumm – absent, Councilman Charles Hanehan – absent, Councilwoman Betty Koval - aye, Councilman Michael McLoughlin – aye. 

Carried 3 – 0.
