SPECIAL MEETING OF THE TOWN BOARD

OF THE TOWN OF SARATOGA, 30 FERRY ST.,

SCHUYLERVILLE, NY

Supervisor Thomas Wood opened the meeting with the Pledge of Allegiance

at 10:02 a.m. 

 

Roll call: Ruth Drumm, Town Clerk, called the roll.  Supervisor Thomas Wood- present, Councilman Fred Drumm- present, Councilman Charles Hanehan- absent, Councilwoman Betty Koval – present, Councilman Michael McLoughlin – absent

Also present: Town Attorney William Reynolds, Assessor/Bookkeeper Catherine DeFelice, and Andrew Sheeran

 

Old Business: 

General board discussion occurred on the following topics. No board actions were taken on these items:

v     Saratoga Country Inn – PUD – extension – either 30 or 45 days.

v     Zoning Amendments – General Code will be contacted and work begun.

v     Peace Officer – Policies needed for insurance- create position at regular meeting but do not appoint yet until policies are in place.

 

New Business:

Bid Opening for brush cutting along the Old Champlain Canal Towpath: 

v     Den Best Enterprises, Inc., 188 Running Creek Road, Valatie, NY  -  $17,500

v     The Gardeners Inc., 178 Co. Rd. 69, Schuylerville, NY - $32,000

 

On a motion by Supervisor Thomas Wood and seconded by Councilwoman Betty Koval, the following Resolution # 07- 79 Accepting Proposal for Brush Cutting on the Old Champlain Canal Towpath was adopted by vote: Supervisor Thomas Wood - aye, Councilman Fred Drumm – aye, Councilman Charles Hanehan – absent, Councilwoman Betty Koval – aye, and Councilman Michael McLoughlin – absent.  Carried 3 – 0.

 

WHEREAS, the Erie Canal Greenway Grant Program contract (C100810) between the New York State Canal Corporation and the Town of Saratoga’s Recreational Trail System Project in the amount of $117,000 includes funds for the cutting of brush on the Old Champlain Canal Towpath; and

WHEREAS, bids were solicited via advertising; therefore be it

RESOLVED, that the lowest proposal from Den Best Enterprises, Inc., 188 Running Creek Road, Valatie, NY be accepted for the cutting of brush on the Old Champlain Canal Towpath, in the amount of $17,500 pending review and approval by Town Attorney William Reynolds that the bid specifications are met. 

 

Supervisor Thomas Wood made a motion to enter into Executive Session at 10:26 a.m. and Councilwoman Betty Koval seconded it, to discuss a personnel matter regarding Justice Clerks.  Supervisor Thomas Wood - aye, Councilman Fred Drumm – aye, Councilman Charles Hanehan – absent, Councilwoman Betty Koval – aye, and Councilman Michael McLoughlin – absent.  Carried 3 – 0.  The board asked Town Attorney William Reynolds to join them. 

Supervisor Thomas Wood made a motion to come out of Executive Session at 11:12 a.m. and to resume the special meeting.  Supervisor Thomas Wood - aye, Councilman Fred Drumm – aye, Councilman Charles Hanehan – absent, Councilwoman Betty Koval – aye, and Councilman Michael McLoughlin – absent.  Carried 3 – 0.

 

 On a motion by Supervisor Thomas Wood and seconded by Councilman Fred Drumm, the following Resolution # 07- 80 - Appointing Ashley Kubiak as a Temporary, Seasonal, Clerk – Part time was adopted by vote: Supervisor Thomas Wood - aye, Councilman Fred Drumm – aye, Councilman Charles Hanehan – absent, Councilwoman Betty Koval – aye, and Councilman Michael McLoughlin – absent.  Carried 3 – 0.

 

RESOLVED, that the Town Board hereby appoints Ashley Kubiak as a temporary, seasonal, Clerk – part time for up to 12 hours per week at the rate of $10.38 per hour for the months of July and August 2007.   

 

A motion to adjourn at 11:22 a.m. was made by Supervisor Thomas Wood  

and seconded by Councilman Fred Drumm.  Supervisor Thomas Wood – aye, Councilman Fred Drumm – aye, Councilman Charles Hanehan – absent, Councilwoman Betty Koval - aye, Councilman Michael McLoughlin – absent.  Carried 3 – 0.
