SPECIAL MEETING OF THE TOWN BOARD

OF THE TOWN OF SARATOGA, 30 FERRY ST.,

SCHUYLERVILLE, NY

Supervisor Thomas Wood opened the meeting with the Pledge of Allegiance

at 10:00 a.m.

 

Roll call: Ruth Drumm, Town Clerk, called the roll.  Supervisor Thomas Wood- present, Councilman Fred Drumm- absent, Councilman Charles Hanehan- absent, Councilwoman Betty Koval – present, Councilman Michael McLoughlin – present

Also present: Town Attorney William Reynolds

 

New Business:

A motion was made by Councilman Michael McLoughlin and seconded by Councilwoman Betty Koval to adopt the following Resolution #08-86 – Appointment of Town Attorney – William Reynolds by vote:  Supervisor Thomas Wood – aye, Councilman Fred Drumm – absent, Councilman Charles Hanehan – absent, Councilwoman Betty Koval - aye, Councilman Michael McLoughlin – aye  

Carried 3 – 0.

 

RESOLVED, that the Town Board hereby appoints William Reynolds as Town Attorney from July 2, 2008 to December 31, 2008. 

 

A motion was made by Councilwoman Betty Koval and seconded by Councilman Michael McLoughlin to adopt the following Resolution #08-87 – Support of the Dix Bridge Rehabilitation Project by vote:  Supervisor Thomas Wood – aye, Councilman Fred Drumm – absent, Councilman Charles Hanehan – absent, Councilwoman Betty Koval - aye, Councilman Michael McLoughlin – aye  

Carried 3 – 0.

WHEREAS, the Dix Bridge is a steel decked Warren High Truss bridge built in 1895 which spans the Hudson River north of Schuylerville, and

WHEREAS, the Dix Bridge, which is co-owned by Saratoga and Washington counties and has been closed due to structural problems, if rehabilitated, has the ability to provide the only safe pedestrian multi-use crossing of the Hudson River between Saratoga and Washington counties, and

WHEREAS, the Dix Bridge is listed on the National Register of Historic Places, and

WHEREAS, when  rehabilitated the Dix Bridge will provide an important pedestrian bi-county trail connection between Saratoga and Washington counties, Hudson Crossing Park, and to a number of local, regional and statewide recreational trail projects such as the Hudson River Greenway, the NYS Canalway Trail System, and Lakes to Locks Passage, and

WHEREAS, federal Transportation Enhancement Program (TEP) grant funds are currently available to rehabilitate the Dix Bridge, and said bridge rehabilitation project meets many of the twelve eligible categories to qualify for federal TEP funding consideration, and

 

WHEREAS, Saratoga County and the NYS Historic Saratoga-Washington on the Hudson Partnership have agreed to be the sponsor and the applicant, respectively, for a federal TEP grant application submission which, if approved, would provide the rehabilitation of the Dix Bridge, thereby preserving all of the bridge’s historic and pedestrian trail/park uses, now, therefore, be it

RESOLVED, that the Town of Saratoga recognizes that the rehabilitation of the Dix Bridge will provide an increased economic benefit to the area through the increased trail-based recreational uses it will provide, now, therefore, be it

RESOLVED, that the Town of Saratoga, by this resolution, supports the submission and approval of the aforementioned federal Transportation Enhancement Program grant application to the NYS Department of Transportation to provide sufficient federal funds to conduct the Dix Bridge Rehabilitation Project. 

 

 

A motion was made by Councilman Michael McLoughlin and seconded by Councilwoman Betty Koval to adopt the following Resolution #08-88 – Appointment of Ashley Kubiak – Temporary Part-time Clerk by vote:  Supervisor Thomas Wood – aye, Councilman Fred Drumm – absent, Councilman Charles Hanehan – absent, Councilwoman Betty Koval - aye, Councilman Michael McLoughlin – aye  

Carried 3 – 0.

WHEREAS, the Saratoga Town Court office is in need of additional help due to unforeseen circumstances, therefore be it

RESOLVED, that the Town Board hereby appoints Ashley Kubiak as a temporary part-time clerk in the court office effective July 1, 2008. 

 

A motion to adjourn at 10:38 a.m. was made by Councilman Michael McLoughlin   

and seconded by Councilwoman Betty Koval.  Supervisor Thomas Wood – aye, Councilman Fred Drumm – absent, Councilman Charles Hanehan – absent, Councilwoman Betty Koval - aye, Councilman Michael McLoughlin – aye.
