SPECIAL YEAR-END MEETING OF THE TOWN BOARD

OF THE TOWN OF SARATOGA, 30 FERRY ST.,

SCHUYLERVILLE, NY

Supervisor Thomas Wood opened the meeting with the Pledge of Allegiance

at 11:08 a.m.

 

Roll call: Ruth Drumm, Town Clerk, called the roll.  Supervisor Thomas Wood - present, Councilman Michael McLoughlin – absent (arrived at 11:10 a.m.), Councilwoman Betty Koval – present, Councilman Fred Drumm- present, Councilman Charles Hanehan – present

 

Also present:  Town Attorney William Reynolds 

 

Public Comments on Agenda Items: None

 

Old Business:

Supervisor Thomas Wood updated the board concerning the rent payments due by MD Recovery Inc. and they decided that legal action should begin.  (A resolution was passed at the December 8th meeting.) 

 

New business:

On a motion by Councilman Charles Hanehan and seconded by Councilman Michael McLoughlin the following Resolution #08-146 Authorizing Local Government Efficiency Grant Program Application was adopted by vote: Supervisor Thomas Wood - aye, Councilman Fred Drumm – aye, Councilman Charles Hanehan – aye, Councilwoman Betty Koval – aye, and Councilman Michael McLoughlin – aye.  Carried 5 – 0.

WHEREAS, the Town of Saratoga, Village of Schuylerville, and Village of Victory are interested in providing cost effective and efficient delivery of government services to their citizens; and

WHEREAS, the NYS Department of State has established a grant program known as the Local Government Efficiency Grant Program (LGEGP) to provide competitive and non-competitive grants to two or more units of government for the development of projects that will achieve cost savings and improve municipal efficiency through shared services and other agreements; and

WHEREAS, in order to qualify for applying for a Local Government Efficiency Grant, an initial analysis of municipal services throughout the three municipalities is necessary prior to the filing of this grant application; and

WHEREAS, for a total cost of $4,500, the LA Group proposes the following tasks that will determine if any opportunities exist for delivering current services in a more cost efficient manner without jeopardizing effectiveness of these services, and will ultimately lead to the filing of the LGEG application:

 

 

WHEREAS, the Town Board shall designate the Lead Applicant as the Town of Saratoga to apply to the Local Government Efficiency Grant Program on behalf of all the involved communities and execute all financial and/or administrative processes relating to the grant program, and the maximum amount of grant money requested will not exceed $26,000; and the grant will be filed on or prior to the March 11, 2009 application deadline.

NOW THEREFORE BE IT RESOLVED AS FOLLOWS:

The Town of Saratoga resolves to authorize The LA Group to approve the contract with the above outlined tasks.

 

On a motion by Supervisor Thomas Wood and seconded by Councilman Fred Drumm  the following Resolution #08-147 Acknowledgement of Error and Correction to 2009 Budget was adopted by vote: Supervisor Thomas Wood - aye, Councilman Fred Drumm – aye, Councilman Charles Hanehan – aye, Councilwoman Betty Koval – aye, and Councilman Michael McLoughlin – aye.  Carried 5 – 0.

WHEREAS, the Town of Saratoga’s 2009 Budget adopted on November 6, 2008 contained a mathematical error; and

WHEREAS, this error was brought to the attention of the Town of Saratoga by the Saratoga County Office of Real Property Tax service; and

WHEREAS, no expenditures from Contractual Expenses Emergency Services account DB8760.4 have been incurred for the last five years; and

WHEREAS, there was a mathematical error on the Summary Page of the 2009 Budget; and

WHEREAS, correction of this error will reduce the amount of money needed to be raised by property taxes; now therefore be it

RESOLVED, that the Town acknowledge the error and correct the budget; and be it further

RESOLVED, that account DB8760.4 be reduced from $1,000 to $0; and be it further

RESOLVED, that the previously adopted budget be corrected to reduce the amount of taxes to be levied from $604,133.00 to $586,620.00.

 

On a motion by Supervisor Thomas Wood and seconded by Councilman Charles Hanehan the following Resolution #08-148 Fund Transfers was adopted by vote: Supervisor Thomas Wood - aye, Councilman Fred Drumm – aye, Councilman Charles Hanehan – aye, Councilwoman Betty Koval – aye, and Councilman Michael McLoughlin – aye.  Carried 5 – 0.

WHEREAS, expenditures in the following Accounts have exceeded the budgeted amounts, therefore be it

RESOLVED, by the Town Board of the Town of Saratoga to transfer $7,101.52 from Contingency A1990.4 to the following accounts:  A1010.1 - $1.32, A1220.1 - $.44, A1330.1 - $.44, A1420.1 - $.88, A7510.1 - $.44, and A1620.4 - $7,098.     

 

On a motion by Councilman Fred Drumm and seconded by Councilwoman Betty Koval  the following Resolution #08-149 Budget Amendment was adopted by vote: Supervisor Thomas Wood - aye, Councilman Fred Drumm – aye, Councilman Charles Hanehan – aye, Councilwoman Betty Koval – aye, and Councilman Michael McLoughlin – aye.  Carried 5 – 0.

WHEREAS, a budget amendment is needed, therefore be it

RESOLVED, by the Town Board of the Town of Saratoga to increase appropriations in the Justice Contractual Expense Account # A1110.4 by $1,768.00 from Justice Grant Revenues.       

 

On a motion by Supervisor Thomas Wood and seconded by Councilman Fred Drumm   the following Resolution #08-150 Budget Amendment was adopted by vote: Supervisor Thomas Wood - aye, Councilman Fred Drumm – aye, Councilman Charles Hanehan – aye, Councilwoman Betty Koval – aye, and Councilman Michael McLoughlin – aye.  Carried 5 – 0.

WHEREAS, a budget amendment is needed, therefore be it

RESOLVED, by the Town Board of the Town of Saratoga to increase appropriations in the Schuyler Park Account # A7110.401 by $29,500 from revenues from the Town of Northumberland.        

 

Supervisor Thomas Wood reported that the generator is fully operational.  The town hall can now be used as an emergency shelter.

Audit the Bills:  On a motion by Councilman Charles Hanehan and seconded by Councilman Michael McLoughlin, the following Resolution #08-151 - Approving the payment of bills in Abstract 13G was adopted by vote: Supervisor Thomas Wood - aye, Councilman Fred Drumm – aye, Councilman Charles Hanehan – aye, Councilwoman Betty Koval – aye, and Councilman Michael McLoughlin – aye.  Carried 5 – 0.

RESOLVED, by the Town Board of the Town of Saratoga to authorize payment of the bills listed in Abstract 13G (12/30/2008) in the following amounts: General A $41,307.43,  General B $5,332.14 , Building Reserve BR $4,005.00, Youth Y $370.30,  and Highway Outside DB $22,995.70, for a total of $74,010.57.
