Pledge of Allegiance
at 11:10 a.m.

Old Business:
The board discussed the
Highway Employee’s request for a voluntary Sick Day Pool. It was decided that Supervisor Thomas Wood
would check with other municipalities including the county to see what their
policy is and how it is worded.
Supervisor Thomas Wood
reported that Town Attorney William Reynolds has some specific questions
regarding what the board would like to see addressed in a wind energy law. It was decided to discuss it further with Town
Attorney William Reynolds’ questions in hand.
New
business:
On a motion by Councilman
Charles Hanehan and seconded by Councilwoman Betty Koval the following Resolution #07-136 Authorizing Application for a NYS Home Grant was adopted by vote: Supervisor Thomas Wood - aye, Councilman Fred Drumm –
absent, Councilman Charles Hanehan – aye, Councilwoman Betty Koval – aye, and
Councilman Michael McLoughlin – aye.
Carried 4 – 0.
WHEREAS, the Town Board finds it in the best interests of the
Town to seek grant funding for rehabilitation of housing for families in the
very low to moderately low income
bracket; and
WHEREAS, the New York State HOME program (HOME) provides
funding for housing rehabilitation of very low to moderately low income limits;
and
WHEREAS, the HOME grant does not cost any dollar amount on the
part of the Town, but requires the Town to obtain work assistance for
rehabilitation projects; and
WHEREAS, Marvin & Company has agreed to prepare and file
such HOME application for grant funding in the amount of $400,000 on behalf of
the Town of Saratoga which would provide rehabilitation in the amount of
approximately $20,000 per unit; and
WHEREAS, the Town hereby waives the competitive bidding process
for selection of a consultant to submit the HOME grant and administer the resulting
Town of Saratoga Owner-Occupied Residential Rehabilitation Program, as Marvin
& Company has proven to be qualified and capable of carrying out all
required activities for the HOME Program; and
WHEREAS, approximately 30% of the Town’s owner-occupied units
are in the very low to moderately low income limits and in need of
rehabilitation; now, therefore, be it
RESOLVED, that the Supervisor of the Town of Saratoga is hereby
designated as the representative for the HOME grant and is further authorized to
sign such application and provide such information, as may be required, to
Marvin & Company and the New York State HOME Program as may be required.
On a motion by Supervisor
Thomas Wood and seconded by Councilman Michael McLoughlin the following Resolution #07-137 LWRP # 3 Grant Authorization was adopted by vote: Supervisor
Thomas Wood - aye, Councilman Fred Drumm – absent, Councilman Charles Hanehan –
aye, Councilwoman Betty Koval – aye, and Councilman Michael McLoughlin –
aye. Carried 4 – 0.
WHEREAS, The Town of Saratoga will act as lead agency for
implementing three important initiatives in the Old Saratoga on the Hudson
region including:

Design
and permitting of additional Champlain Canal/Hudson River trail development in
the Town of Saratoga;
·
Construction
of a boardwalk on Lock C5 Island in the Town of Saratoga and Town of
Northumberland; and
·
Development
of a “Main Street” revitalization strategy for downtown Schuylerville.
WHEREAS, the grant requested shall not exceed $272,037. now,
therefore be it
RESOLVED, That the Town of Saratoga does approve and endorse
the application to the New York State Department of State under Title 11 of the
Environmental Protection Act to implement these initiatives of the Old Saratoga
on the Hudson Waterfront Revitalization Plan.
Upon approval of said request, the Town will enter into and execute a
project agreement with the New York State Department of State.

Charles Hanehan and seconded by Councilwoman Betty Koval the following Resolution #07-139 Heritage New York’s Revolutionary War Heritage Trail
Grant – Authorization to enter into and execute project agreement for Saratoga
Siege Field Visitor’s Center was
adopted by vote: Supervisor Thomas Wood - aye, Councilman Fred Drumm –
absent, Councilman Charles Hanehan – aye, Councilwoman Betty Koval – aye, and
Councilman Michael McLoughlin – aye.
Carried 4 – 0.
RESOLVED, that Thomas
N. Wood III, as Supervisor of the
Town of Saratoga, is hereby
authorized and directed to enter into and execute a project agreement on behalf
of the Town of Saratoga with the
New York State Office of Parks, Recreation and Historic Preservation in
accordance with the provisions of the Heritage New York’s Revolutionary War
Heritage Trail Grant Program Guidelines in the amount of $46,000, for Saratoga Siege Field Visitor’s Center.
Supervisor
Thomas Wood reported that three quotes
have been received for a basement wall furnace to supplement the heat in the
basement of the town hall as follows:
Dooley’s
Heating & Air - $2,550.00
Northern
Mechanical Services, Inc. - $2,950.00
Liberty
H.V.A.C.R. - $3,078.50
On a motion by Councilman
Michael McLoughlin and seconded by Councilwoman Betty Koval the following Resolution #07-138 Accepting Lowest Quote for Supplemental Heat for the
Basement of the Town Hall was
adopted by vote: Supervisor Thomas Wood - aye, Councilman Fred Drumm –
absent, Councilman Charles Hanehan – aye, Councilwoman Betty Koval – aye, and
Councilman Michael McLoughlin – aye.
Carried 4 – 0.
RESOLVED, by the Town Board of the Town of Saratoga to accept
the lowest quote of $2,550.00 from Dooley’s Heating & Air, 113 Condon Road,
Stillwater, NY 12170 for supplemental heat for the basement of the town
hall.
On a motion by Councilman
Michael McLoughlin and seconded by Councilwoman Betty Koval the following Resolution #07-140 – Transfer of funds from Contingency to Justices
& Buildings was adopted by vote: Supervisor
Thomas Wood - aye, Councilman Fred Drumm – absent, Councilman Charles Hanehan –
aye, Councilwoman Betty Koval – aye, and Councilman Michael McLoughlin –
aye. Carried 4 – 0.
WHEREAS, the Town Board of the Town of Saratoga recognizes the
need for fund transfers to cover expenses incurred, therefore be it
RESOLVED, by the Town Board of the Town of Saratoga to transfer
$534.41 from Contingency Account # A1990.4 to Justice’s – A1110.4, and
$3,415.03 from Contingency Account A1990.4 to Buildings – A1620.4.
Supervisor Thomas Wood
reported that there was a request to purchase the laptop computer used by the
bookkeeper. It was decided to keep the
laptop computer.

Audit the Bills: On a motion by Councilman Michael McLoughlin and seconded by Councilwoman Betty Koval, the following Resolution #07-141 - Approving the payment of bills in Abstract 13G was adopted by vote: Supervisor Thomas Wood - aye, Councilman Fred Drumm – absent, Councilman Charles Hanehan – aye, Councilwoman Betty Koval – aye, and Councilman Michael McLoughlin – aye. Carried 4 – 0.
RESOLVED, by the Town Board of the Town of Saratoga to authorize
payment of the bills listed in Abstract 13G (12/28/2007) in the following
amounts: General A $14,246.34, General B $4,036.90, and Highway Outside
$16,653.51, for a total expense of $34,936.75.
