Supervisor Thomas Wood opened the meeting with the Pledge of Allegiance

at 4:00 p.m.

 

Roll call: Ruth Drumm, Town Clerk, called the roll.  Supervisor Thomas Wood - present, Councilman Bruce Cornell – present, Councilman Michael McLoughlin – present, Councilman Fred Drumm- present and Councilman Charles Hanehan – absent (arrived at 4:22 p.m.).

Also present:  Assessor/Bookkeeper Catherine DeFelice, Phil Steffen, and Nick Filippone (A government student observing a local town board meeting)

Old Business:

 

Supervisor Thomas Wood reported on the Saratoga Lake Water Source litigation.  SLIPD initiated the first action against the City of Saratoga Springs and so far has fronted all the money for the cost of the litigation.  SLIPD will continue to cover the costs until all three towns come aboard to help, Stillwater, Malta, and the Town of Saratoga. The City has filed to throw out SLIPD’s action and SLIPD’S Attorney Michele Anderson has filed additional papers.  There has not been a ruling, as yet, to determine if the towns are an interested party in the procedure.  

 

Supervisor Thomas Wood discussed with the board the option of buying the old school for a town hall.  He added that he has had many communications gathering information regarding the school site and shared them with the board.  It was suggested that an appraisal of the school be done and an engineering assessment.  He expressed the need to make a decision regarding the two proposals that are being considered, along with the addition of the school site, at the next Building Committee Meeting on January 4, 2006 to determine the next step to take.

 

Phil Steffen presented the board with one of the Gateway Signs that were ordered in April.  It was determined that an incorrect date, 1791, was put on the sign and that it should be 1788.  Phil Steffen made some calls and returned suggesting ways of fixing the error.  The board agreed that his suggestion of a panel/patch would be the best option to correct the date.  Phil Steffen agreed to fix it at his own expense and that the corrected signs (7 large gateway signs and 2 small office signs) would be ready in about 2 weeks.  The board approved payment as budgeted for, but decided to hold the check until the corrected signs are received. 

 

 

 

New business:

Resolution #05-112, a fund transfer of $370 to Dog Control Officer - Personal Services, A3510.1 introduced by Councilman Michael McLoughlin and seconded by Councilman Bruce Cornell as follows: 

WHEREAS, the Town Board of the Town of Saratoga recognizes the need for a fund transfer to cover additional expenses, therefore be it

RESOLVED, by the Town Board of the Town of Saratoga to transfer $370 from Dog Control Contractual, # A3510.4, to Account # A 3510.1, Personal Services.

Resolution #05-113, a fund transfer of $50,000 to Park Reserve, H7110.4, was introduced Councilman Charles Hanehan and seconded by Councilman Michael McLoughlin as follows:

WHEREAS, the Town Board of the Town of Saratoga recognizes the need for a reserve fund for a Park, therefore be it

RESOLVED, by the Town Board of the Town of Saratoga to transfer $50,000 from Parks A 7110.4 to Park Reserve Fund H 7110.4.

WHEREAS, the Town Board of the Town of Saratoga recognizes the need for a fund transfer to cover additional expenses, therefore be it

RESOLVED, by the Town Board of the Town of Saratoga to transfer $1,475 from Contingency Account # A1990.4 to Attorney Account # A1420.4.

Resolution #05-115, a fund transfer of $94,544 to Building Reserve, H 1620.4, was introduced by Councilman Fred Drumm and seconded by Councilman Charles Hanehan as follows:

WHEREAS, the Town Board of the Town of Saratoga recognizes the need for a new town hall and the funds to pay for it, therefore be it

RESOLVED, by the Town Board of the Town of Saratoga to transfer $94,544 of Excess Saratoga County Sales Tax Distributions to Building Reserve Account # H 1620.4.

Resolution #05-116, a fund transfer of $276.59 to Buildings, A1620.4, was introduced by Councilman Michael McLoughlin and seconded by Councilman Fred Drumm as follows:

WHEREAS, the Town Board of the Town of Saratoga recognizes the need for a fund transfer to cover additional expenses, therefore be it

RESOLVED, by the Town Board of the Town of Saratoga to transfer $276.59 from Contingency Account # A1990.4 to Buildings - A1420.4.

WHEREAS, the Town Board of the Town of Saratoga recognizes the need for a fund transfer to cover additional expenses, therefore be it

RESOLVED, by the Town Board of the Town of Saratoga to transfer $1,127.12 from Contingency Account # A1990.4 to Historian – A7510.4.
