Supervisor Thomas Wood opened the meeting with the Pledge of Allegiance
at 7:02 p.m.
Roll
call: Ruth Drumm, Town Clerk, called the roll.
Supervisor Thomas Wood- present, Councilman Fred Drumm- present,

Also present: Town Attorney William Reynolds, Barbara Faraone, and Joseph Bilinski

Bid openings:
The
proposals for the demolition and clean-up of the property at 1390 Rt. 9P were
opened. The results were as follows:
Morningstar Excavating, 107
Jewell Road, Gansevoort, NY - $22,500.
M & J Construction Co.,
465 Rt. 9N, Saratoga Springs, NY – 14,700.
On a motion by Councilman
Fred Drumm and seconded by Councilwoman Betty Koval,
the
following Resolution #07-57 – Accept
Proposal for Demolition and Clean-up of Property at 1390 Rt. 9P, was adopted by vote: Supervisor Thomas Wood - aye, Councilman Fred Drumm –
aye, Councilman Charles Hanehan – aye, Councilwoman Betty Koval – aye, and
Councilman Michael McLoughlin – absent.
Carried 4 – 0.
WHEREAS, the Town Board of the Town of Saratoga authorized the
legal enforcement action against Calvin Gong concerning property located at
1390 Rt. 9P that has been deemed “dangerous and unsafe to the public” within
the meaning of Chapter 182 of the Town Code; now therefore be it
RESOLVED, by the Town Board of the Town of Saratoga to accept
the proposal from M & J
Construction Co., 465 Rt. 9N, Saratoga Springs, NY at $14,700, for the
demolition and removal of the structure and clean up of the property at 1390
Rt. 9P according to the terms of the Contract Agreement subject to review by
Town Attorney William Reynolds.
Joseph Bilinski, 139 Russell Road, addressed
the board regarding water drainage problems at his property. He stated that he has had a sump pump
running for 3 years. He added that
thirteen of his neighbors have the same problem. He stated that he has been working with Jeb Hamilton from the
County Soil & Water and adjacent property owner Steve Bodnar on ways to
solve the problem. He stated that 500’
of tile has been installed across Steve Bodnar’s property but 2,100 feet is
needed. Supervisor Thomas Wood
suggested that he continue to work with Jeb Hamilton and Steve Bodnar and he
will speak with Highway Superintendent Dave Hall to see if a culvert under the
road and a catch basin will help.
Supervisor
Thomas Wood stated that it has been brought to his attention that coordination
is needed with adjacent towns when considering the placement of Cell
Towers. It was suggested that an
Inter-municipal committee be established for the regional review of Cell Tower
proposals. The committee would render
advisory opinions to Planning and/or Town boards. Town Attorney William Reynolds added that we would need to amend
our regulations to include that step in the review process. Supervisor Thomas Wood stated that he will
speak to Planning Board Chairman Ian Murray for his input.
The
board reviewed the fee schedules for Planning Board Applications. Supervisor Thomas Wood directed Town
Attorney William Reynolds to draft a Local Law to implement the increases.
Supervisor
Thomas Wood announced that there will be an Open Space Meeting with Saratoga
County Planner Jamie O’Neil and an Ag & Markets representative on Monday,
May 7th at 7 p.m. at the Saratoga Town Hall. Government leaders from Rensselaer, Washington
and Saratoga Counties will be attending.
The board is invited to attend.
Supervisor
Thomas Wood explained that in order to submit the grants for the Coveville and
Wilbur Road Trails and the Rt. 4 Boat Launch formalized plans are needed. He has asked Tracy Clothier of the LA Group
for an estimate of the cost to prepare the needed plans.
A motion to adjourn at 9:00 p.m. was made by Councilman Charles Hanehan
and seconded by Councilwoman Betty Koval. Supervisor Thomas Wood – aye, Councilman Fred Drumm – aye, Councilman Charles Hanehan – aye, Councilwoman Betty Koval - aye, Councilman Michael McLoughlin – absent. Carried 4 – 0.
