Ian Murray called the meeting to order at 7:30 p.m.
Planning
Clerk Linda McCabe called the roll.
Chairman Ian Murray – present, Paul Griffen – present, Robert Park –
present, Laurie Griffen – absent/arrived at 7:36 p.m., Patrick Hanehan –
present, Robert McConnell – present, Jennifer Koval – present, and Alternate
Joseph Lewandowski – present.
Chairman Ian Murray
expressed his thanks to Ralph Pascucci for his tenure on the Planning Board,
and his appreciation for all his years of service to the Town and the Planning
Board. He also welcomed Jennifer
Koval as a Full member of the Board and Joseph Lewandowski as the new Alternate
member.
Order of Business:
Chairman Ian Murray stated
that the first application for the evening; a sketch plan for Kevin Van Buren,
has been pulled from tonight’s meeting at the request of the Applicant’s
representative. The second application; a lot-line adjustment for David and
Betty Larmon, has also been pulled at the request of the Applicant’s
representative.

Returning Applicant proposes to subdivide a 1.84+/- acre lot, located on the east end of their farm, from the 78.26+/- acre farm parcel. Public Hearing
Applicant Fred Drumm appeared
before the Board. He showed the
location of the septic and well on the map and he also brought the perc test
and soil engineering results for the Board.
Chairman Ian Murray said the Board would like to have the septic, well,
perc test and soil engineering placed on the map. Applicant Fred Drumm stated he will have that put on the map.
Chairman Ian Murray asked if
the board had any questions and Patrick Hanehan questioned the distance between
the well and septic. Applicant Fred
Drumm, along with Chairman Ian Murray, stated it is more than 100’ away; there
is plenty of distance there. Chairman
Ian Murray suggested they have a radius circle put on the map around the
well. Chairman Ian Murray asked if
there were any more questions from the Board, there were none.
Ruth Drumm
provided Clerk Linda McCabe with proof of neighbor notifications.
Proof of Notice
having been furnished by newspaper on April 11, 2008, Chairman Ian Murray
opened the Public Hearing at 7:34p.m.
No interested parties came forward for or against. Chairman Ian Murray closed the Public
Hearing at 7:35p.m.
Chairman Ian Murray
read the letter from the Saratoga County Planning Board indicating no
significant County wide or intercommunity impact; decision approved.
Laurie
Griffin arrived at 7:36 p.m.
Paul Griffen read the short form EAF, line by line, which was completed by the Board. Chairman Ian Murray made a motion, seconded by Patrick Hanehan to accept the documents as presented, to declare the SEQR review complete and to make a Negative Declaration. Chairman Ian Murray – aye, Robert Park – aye, Patrick Hanehan – aye, Paul Griffen – aye, Robert McConnell – aye, Laurie Griffen – aye, Jennifer Koval – aye.

Paul Griffin made a motion, seconded by Robert McConnell to approve the subdivision as proposed. Chairman Ian Murray – aye, Robert Park – aye, Patrick Hanehan – aye, Paul Griffen – aye, Robert McConnell – aye, Jennifer Koval – aye, Laurie Griffen –aye.

Returning Applicant proposes
a lot-line adjustment to enlarge the residential lot from 1.04+/- acres to
1.53+/- acres.
Applicant Fred Drumm appeared
before the Board. Chairman Ian Murray
asked if there were any questions from the Board; there were none. This is a straight-forward lot-line. No Board action required. Chairman Ian Murray stated all that needs to
be done is for the Applicant to bring in the maps and then we can get them
stamped and signed.
Old Business: Chairman Ian Murray stated he met with Town
Attorney William Reynolds concerning the Fish Creek Rod & Gun Club and the
Larmon’s lot-line adjustment application.
Town Attorney William Reynolds agrees with the Planning Board and the
Town regulations that this is not a lot-line adjustment; it is a
subdivision and has to be treated as such.
Chairman Ian Murray said they also discussed the fact that if the Fish
Creek Rod & Gun Club wanted to put a conservation easement on that portion
afterwards, they can certainly do that, but this has to be treated as a
subdivision. We cannot create a
land-locked parcel. This has been
pulled at the
Applicant’s
request for now. A brief discussion of
the Board followed on the history of this application.

The next meeting
will be May 28, 2008
A motion to adjourn was made at 7:47 p.m. by Paul
Griffin, and seconded by Patrick Hanehan. Chairman Ian Murray – aye, Robert
