SCHUYLERVILLE/VICTORY BOARD OF WATER MANAGEMENT

The Schuylerville/Victory Board of Water Management held a meeting on April 10, 2007 at 6:30pm in Victory Mills.

 

Present: Commissioner Kori Sicialiano, Alternates Leslie Dennison, Margaret Ditch, and Mike Hughes

Foreman Mark Dennison, Recording Secretary Brenda Buchanan, and Mayor Sullivan

 

Announcements:

The second meeting in April will be April 24, 2007 at 6:30pm in Schuylerville. 

 

Minutes:

March meeting minutes are available for approval at the next meeting.

 

Treasurers Report:

There was a resolution #2007-08 presented to transfer $15,000.00 to apply to the outstanding voucher, payroll and for those miscellaneous expenses this month and prior to the next meeting for the water department.  This is to authorize a transfer from the water savings account to the water checking account.  Alternate Ditch made a motion to approve and sign this resolution #2007-08 to transfer $15,000 from Savings to Checking, and it was seconded by Alternate Dennison, all ayes, motion passed.

 

Payment of claims were discussed.  The final voucher for SMGC was discussed.  It was stated that this is the final voucher that includes all approved change order work from last month.  Ms. Kemmet explained that she will be in touch with Phil Dixon to ensure the status of the waiver of liens that may need to be amended or updated as noted in Laberge’s Letter to that effect.

 

Worker’s Compensation Claims:  It was stated that an updated memo dated April 9, 2007 referencing the IMA, and as will be sent to Saratoga County Self Insurance in an effort to comply with the request of an agreement between the two villages on how future claims will be handled.

 

Project Correspondence/Updates:  This is the second request to please review the comments on the Victory Plans and specifications as submitted by the Chief Operator.  The engineering firm is waiting for your comments in writing in order to proceed with DOH.  This issue has been pending for the BOWM’s final review.  An update on the Full Part 5 Analysis at the Victory Plant.  All results are in with exception to the radiological testing that was sent out.

 

New Chairperson:  As per Section 5.6, Officers, in the IMA, it notes that the position shall be elected annually by the Board of Water Management.  That the officers of the BOWM shall serve for an appointment of one year or until their successors are duly elected and qualified.  A Chairperson still needs to be appointed.

 

Foreman’s Report:

 

Foreman Dennison stated that he received two quotes from pest control companies.  He has ants again, which have gone through some of the filters.  He was recommending hiring someone to take care of this problem. AMC is the cheapest.  Mayor Sullivan asked about the chemicals that they will be used and if DOH needs to be notified.

Mr. Dennison stated that the company stated they would be in contact with DOH to discuss this concern.  He stated that this is a very sandy area.  He also stated that this will mostly be done outside the building and in the storage shed.  They will come quarterly and more often if there is a problem.   Alternate Mike Hughes made a motion to approve the AMC bid with DOH approval and it was seconded by Alternate Leslie Dennison, all ayes, motion passed.  Mayor Sullivan asked if it would be helpful to contact the manufacturer of the filters to see if they have any recommendations.  Alternate Hughes asked if there are some kind of cabinets that could be purchased to put the filters in.  Foreman Dennison stated that he doesn’t know of any that would be air tight.  He also stated that he has taped up off the edges of the boxes for the filters and will keep an eye on them for any problems.

 

PO Box rental:  Foreman Dennison was asking permission to rent a PO Box in the Village of Schuylerville because they will not deliver mail at the plant, being a dirt road.  He stated that he is not getting his mail in a timely manner and this would help with reports and sampling.  Commissioner Siciliano made a motion to approve the rental of the PO Box for the Water Plant and it was seconded by Alternate Dennison, all ayes, motion passed.

 

PH Probe:  This is the ph probe for the pump off tank.  Foreman Dennison stated he hoped to have a quote but it has not come in yet.  He stated he would hope it would be in by the next meeting.

 

Old Business:

 

SEQR Form:  Alternate Dennison read the resolution to declare a negative declaration on the Victory Plant.  Alternate Ditch stated that they would like to postpone signing this until some concerns were addressed.  They were suggesting an independent engineer to look into this.  Alternate Hughes stated that their attorney stated that in the water quality report there were some concerns that needed more investigation, possibly more testing, due to the PH.  Mayor Sullivan stated that he spoke with both Phil Dixon and Steve Adams and the PH concerns on the current plant have nothing to do with the SEQR part of the Victory Plant.  This is a question with Environmental impact only.  This is relevant to the discharging into ground.  We have changed plans we are not discharging as previously planned.  These concerns are not appropriate this needs to be done so we can proceed with the plans.  Alternate Ditch explained that this is their primary concern with the quality of water and they would like to postpone this for now.  Alternate Hughes suggested that Phil Dixon get in contact with Ed Bartholomew.  Mayor Sullivan stated he spoke with Mr. Dixon today and he stated that delaying this is only adding costs to the project.  He also stated he spoke with DOH and they stated it was ok to proceed.  Alternate Dennison suggested we contact our lawyer so we can move on.  Mayor Sullivan asked that the concerns be but in writing for the next meeting.  He went on to say this is just for upgrade and changes this was already approved before and this is an improvement to the previous plans.  It was left at the Secretary contacting Phil Dixon for discussion at the next meeting.

 

Distribution Work Letter:  A letter went to the villages for explanation on the requirements for distribution and there needs to be clarification.  It was asked if each village will help each other on water breaks and problems.  Alternate Ditch explained that she was with the understanding that they all were to help with both villages.  She stated that Schuylerville in is support of helping where needed.  She stated that the DPW foreman was to be notified and if there was a problem with this is has since been corrected.  Alternate Hughes asked about sampling and were that stands.  Foreman Dennison stated that according to Glens Falls DOH a D operator is required to do sampling and their license could be taken away if they refuse to do sampling.  Alternate Hughes suggested that any sampling that needed to be done for the Foreman to contact the Village Board and they will see to it that it is done.

Foreman Dennison also stated that at any water break there must be a D operator on site.  Alternate Dennison asked about flushing.  Foreman Dennison stated that they use outside help, but some times they need help.  Alternate Hughes stated that he should set up a schedule and they will see it done.  Mayor Sullivan stated that water needs to be priority over all other DPW work.  Mr. Hughes told Foreman Dennison that if he is not getting the cooperation that is needed to notify the Schuylerville Board and they will see that things get done.  Ms. Ditch explained that she will speak with the Mayor and with the DPW Foreman about this issue.  There was some discussion on a letter being written on the requirements of a D License operator and what is expected.  We should not pay for the training if they are not going to do the work.

 

New Business: 

There was a letter of inquiring for reimbursement on all or a portion of a water repair for the Albertson’s on Tow Path Road.  It was explained that the letter is in the folders for the commissioners to review.  Alternate Dennison asked if Phil Dixon has had a chance to review this request.  It was stated that he has not as of this meeting.  There was some discussion on where the problem lies and where it could be corrected.  Mayor Sullivan stated that we should be trying to fix the problem instead of thawing the pipes each time it gets cold.  Foreman Dennison stated that they have installed a shut off closer to the house and they are looking into some other alternatives.  There was discussion on running new lines off the main from either the visitor’s center or the water plant itself.  Foreman Dennison stated he would look into these options.

 

Lead fiscal agent:  There was a letter received from the Village of Schuylerville to Victory stating that they wanted the records and equipment turned over on May 1st.  Mayor Sullivan stated that he spoke with Attorney Phil Dixon and he stated that if we turned the books over on May 1st we would still be liable until June 1, for any actions taken.  Mayor Sullivan stated that that can’t happen.  Alternate Ditch explained that she extended her apology to the Village of Victory.  She first doesn’t know why a letter like this was not signed and secondly it must have been a typo.  She stated she will take a copy of this letter back to her board and look into this issue.  Alternate Dennison suggested that the Village of Schuylerville come to the next meeting for discussion on this issue.

 

Executive Session: 

Alternate Dennison made a motion to go into executive session for matters leading to the appointment, employment, promotion, demotion, discipline, suspension, dismissal or removal of a particular person or corporation, where as there may or may not be any action taken, and it was seconded by Alternate Ditch, all ayes, motion passed.

 

After returning from Executive session Alternate Dennison made a motion to resume the regular meeting with no action taken, it was seconded by Alternate Ditch, all ayes, motion passed.

 

 

Alternate Dennison made a motion to adjourn the meeting and it was seconded Commissioner Siciliano, all ayes, motion passed.
